To Whom It May Concern,

I am writing with regards to support HCR 50: the request to designate the National Disaster
Preparedness Training Center, funded by the Federal Emergency Management Agency, as an
official University of Hawai'i Center.
The center is an asset to me as a citizen, a kamaaina with family on the islands and a student of
the University of Hawai'i. The safety of myself and my family is a priority. Extreme weather
incidents due to climate change could greatly impact communities living on islands near sealevel.
There are not enough federal aid dollars or equipped personnel to be able to take care of all of
the residents in Hawai'i in the event of an emergency. Centers like this help to provide training
and support to build resilient communities. While the center will be a step in the right direction,
it should be one of many policies considered for the safety of the ecosystems our lives depend on
the land, water, food, archives/data and physical infrastructure including transitioning
away from imported food and energy from oil and gas.
Thank you for the consideration.
L. Wilbur
