Subject: RE: Kennedy meeting? ‘The meeting is unnecessary- 1) The buffer is no big deal, especially when Kennedy claims there is nothing in the buffer zone associated with the shipwreck. Besides, we are talking about a small 100 yard swath in relation to 2, 3 square mile areas (ie., Area 3 & 2). It just doesn’t make sense to keep amending HTQ's area for Seafarer. 2) Kennedy could submit a series of bank statements showing that over a period of say, 6 months, the account averages a sufficient amount reason to finance his projects. 3) The permit “delays” are not due to the buffer zone; they were because his company could not write an adequate report and had previously failed to submit interim reports and logs, hence, the suspension. The suspension was lifted, so Seafarer could be working in Area 2 right now, if they wanted to. We are not holding up company work because of this 4) As | explained to Kennedy on Tuesday, all companies are being held to the letter of the Rule, and we, in turn are adhering to it. Keep in mind, Seafarer was working outside Area 2, which isa significance breech, yet we are still willing to give them another permit, demonstrating our flexibility. However, at some point we have to draw the line. 5) I listened to 30 minutes of Kennedy apologize for all of the investors and other inquiries into his company (e.g. Farmer) and how he is suing all of them, yet the questions have been reasonable, My impression is that these are veiled threats, and if we do not fall into line, he will sue us. He threatened Roger last summer and is trying to bully us now. That is why he wants this meeting, 6) The response should be that we are waiting on his application submission for a second exploration permit, which can include the modified HTQ amended coordinates, and verification of his financial ability to carry out work in a second, 3 square mile area.
