cng phi c bit quan tm v ch trng. V con ngi khng nhng to ra ca
ci vt cht cho x hi, m cn l ngi tiu dng, ngi s dng nhng ca ci
vt cht do chnh bn tay mnh lm ra. i vi cc doanh nghip, th con ngi l
mt chi ph u vo rt quan trng c chin lc pht trin cho doanh nghip. Do
cn phi khai thch ht tim nng, tim tng ca ngi lao ng gim chi
ph sn xut, h gi thnh sn phm, tng nng sut lao ng, tng cht lng sn
phm v tng li nhun doanh thu cho doanh nghip.
Nh vy, doanh nghip mnh tn ti v pht trin cng vi nn kinh t
th trng nh hin nay, i hi nh qun l phi bit khai thc v s dng hp l
ngun nhn lc ca doanh nghip mnh. Mun khai thc v s dng ngun nhn
lc hp l v c hiu qu th cn tha mn cc nhu cu v li ch v vt cht, li
ch tinh thn cho ngi lao ng. Hay ni cch khc, cn phi c bin php to
ng lc cho ngi lao ng trong lao ng. Nhm kch thch v mt vt cht, tinh

gip nhit tnh ca thy gio PGS. TS. Mai Quc Chnh, ca cc thy c gio
trong khoa Kinh T v Qun L Ngun Nhn Lc, cng cc cn b, cng nhn
vin trong Cng ty, vi nhng kin thc tip thu c trong qu trnh hc tp ti
trng i Hc Kinh T Quc Dn, em mnh dn chn chuyn chuyn su cho
bo co thc tp tt nghip l: Mt s gii php nhm to ng lc cho ngi
lao ng ti Cng ty in lc Hong Mai .

Cn c vo nhu cu lao ng, nhim v sn xut v k hoch bin ch lao
ng, hi ng tuyn dng t chc tuyn sao cho c hiu qu, m bo cng bng
khch quan, ph hp vi yu cu tuyn chn. Cng ty cng quan tm n li ch
ca cn b cng nhn vin, nn c s u i chng mc nht nh vi con em trong
n v, song cn m bo s cng bng bnh ng, coi trng nng lc ca ngi
lao ng.
Cng vic tuyn chn lao ng thng thc hin thng qua cc hnh thc:
Lch s, phng vn, quan st v tun th trnh t nhm tm c ngi c
kh nng p ng c nhu cu ca cng vic.
* Hnh thc lch s:
Ngi lao ng mun lm vic ti Cng ty phi np y h s cho phng
tng hp. H s phi c y yu cu do hi ng tuyn chn ra, thng qua
hi ng tuyn dng nghin cu v quyt nh h s lao ng c ph hp vi
yu cu cng vic ca Cng ty. Khi c hi ng chp nhn phng tng hp mi
i tng tuyn dng n phng vn trc tip pht hin ra nhng vn ca
i tng tuyn m nh: Hnh th, trnh chuyn mn c o to, nng lc,
s trng
* Hnh thc quan st.

thi gian ngi lao ng k hp ng th vic. Trong thi gian ny, hi ng

ng qun l, lao ng chuyn mn ), c nhng nh gi chnh xc, khch quan
v kh nng lm vic ca ngi mi c tuyn dng. Thc t hu nh nhng
ngi c quan st u t tiu chun v c k kt hp ng chnh thc.
Mt khc, Cng ty cng u tin mt s i tng thuc din chnh sch nh:
Con thng binh lit s, b i xut ng, ngi c hon cnh kh khn, con em
cng nhn vin lm vic lu nm trong ngnh
NHn xt: Vic tuyn dng lao ng ca Cng ty l s tng hp cc phng
php, tuy nhin tuyn dng ch yu ch dng li khu nghin cu h s
( phng php lch s v phng php phng vn ). Hu ht cc iu kin c
chp nhn khu ny v c chuyn sang k hp ng th vic th u c
tuyn dng chnh thc vo Cng ty. Nh vy Cng ty cha s dng phng php
trc nghim trong tuyn dng. y l phng php c nh gi rt cao, cho kt
qu mang tnh chnh sc hn l nghin cu h s v phng vnV vy, c th
thy hiu qu ca cng tc tuyn dng cha thc s ti u.

nghim trong tuyn dng.
1.1.4 Phn cng lao ng
a) Phn cng lao ng theo chc nng.
Cng ty LHM l doanh nghip Nh nc chuyn m bo cung ng in an
ton, n nh v lin tc phc v nhu cu sn xut kinh doanh v nhu cu sinh
hot ca nhn dn trn a bn qun Hon Mai. Vy nen vn phn cng lao
ng rt c coi trng.
Phn cng lao ng c tin hnh trn c 3 mt: Vai tr, v tr ca tng loi
cng vic, theo tnh cht cng ngh v theo mc phc tp ca cng vic. Cng
ty thc hin cc hnh thc phn cng lao ng sau:
- Phn cng lao ng theo m hnh trc tuyn chc nng.

- Qun l, s dng, bo qun cc trang thit b c in lc giao theo ng quy
trnh, quy nh hin hnh ca Cng ty cng nh cc vn bn ca cp trn v php
lut.
+ Phng k thut: Chu trch nhim qun l: h s k thut, vn hnh, an
ton thuc phm vi qun l theo ng quy nh, quy trnh, quy phm v cc tiu
chun vn hnh.

tin b khoa hc, cng ngh mi trng vo trong cng tc qun l SXKD trnh
Hi ng sng kin in lc v Cng ty ph duyt.
+ Phng kinh doanh: Cp nht, qun l, lu tr h s, ti liu c lin quan
n cng tc chuyn mn. Chu trch nhim qun l cc s liu, vn bn do n v
ban hnh theo quy nh v chu trch nhim trc php lut v ni dung h s
cng nh bo qun v lu tr h s .
- Qun l, s dng, bo qun cc trang thit b c in lc giao theo ng quy
trnh, quy nh hin hnh ca Cng ty cng nh cc vn bn ca cp trn v php
lut.
+ Phng Ti chnh K ton: Cp nht, qun l, lu tr h s, ti liu c
lin quan n cng tc chuyn mn. Chu trch nhim qun l cc s liu, vn bn
do n v ban hnh theo quy nh v chu trch nhim trc php lut v ni dung
h s cng nh bo qun v lu tr h s .
- Qun l, s dng, bo qun cc trang thit b c in lc giao theo ng quy
trnh, quy nh hin hnh ca Cng ty cng nh cc vn bn ca cp trn v php
lut.
- Gim c giao nhim v kim tra t xut, kim tra nh k cui thng, cui
nm quy thu tin in ca in lc v s pht sinh tin in, s tin in thu
c, s tn d tin in trn s sch, ho n, trong kt bc, cc cng vic
nghip v thu tin, chm xo n trn ho n, s sch lu tr...
+ Phng thit k: Cp nht, qun l, lu tr h s, ti liu c lin quan n
cng tc chuyn mn. Chu trch nhim qun l cc s liu, vn bn do n v ban
hnh theo quy nh v chu trch nhim trc php lut v ni dung h s cng
nh bo qun v lu tr h s .
- Qun l, s dng, bo qun cc trang thit b c in lc giao theo ng quy
trnh, quy nh hin hnh ca Cng ty cng nh cc vn bn ca cp trn v php
lut.
- Thit k cc cng trnh i tu, ci to theo k hoch v phng n c Gim
c duyt.
- Thit k cc cng trnh XDCB theo phn cp.
- Thit k lp t pht trin cng t theo ng quy trnh, quy nh ca Cng ty.
+ Phng iu : Cp nht, qun l, lu tr h s, ti liu c lin quan n
cng tc chuyn mn. Chu trch nhim qun l cc s liu, vn bn do n v ban
hnh theo quy nh v chu trch nhim trc php lut v ni dung h s cng
nh bo qun v lu tr h s .
- Qun l, s dng, bo qun cc trang thit b c in lc giao theo ng quy
trnh, quy nh hin hnh ca Cng ty cng nh cc vn bn ca cp trn v php
lut.
Cc phng ban chc nng thc hin nhim v ring v chc nng ring ca
cc phng ban ny c mi quan h i vi cc t v i sn xut kinh doanh.
b) Phn cng lao ng theo chc nng hot ng sn xut kinh doanh.

Nhm chc nng sn xut kinh doanh: Nhm chc nng ny gm 164 ngi
do cng nhn k thut v lao ng thi v thc hin. Nhim v ca nhm ny l
bin i i tng lao ng thnh sn phm. Chc nng sa cha v lp t cc
trang thit b do cng nhn k thut thc hin. Lao ng thi v h l nhng ngi
khng trc tip lm thay i i tng lao ng nhng h to iu kin cho cng
nhn k thut hon thin sn phm c thun li nh: Vn chuyn, v sinh
nguyn vt liu
Nhm chc nng qun l kinh doanh: Nhm ny gm c 108 ngi h l
nhng nh qun l. H khng trc tip tham gia hot ng sn xut to ra sn
phm nhng h l nhng i tng lao ng gin tip gp phn to ra nhng sn
phm ca Cng ty.Thng qua hot ng qun l ca mnh h chu trch nhim
chnh trong hot ng sn xut kinh doanh ca Cng ty cho nn vai tr v nhim
v ca h trong s pht trin v tn ti ca Cng ty l rt quan trng b vy lc
lng lao ng ny khnng th thiu c trong hot ng sn xut kinh doanh
ca Cng ty.
1.1.5 Phn cng lao ng theo mc phc tp cng vic;
Phn cng lao ng theo ngh tuy s dng hp l ngi lao ng v mt
thi gian, nhng cha cp n trnh lnh ngh ca h. Bi vy, mun s
dng sc lao ng hp l, ph hp vi trnh lnh ngh, m bn cht lng sn
phm v tng nng sut lao ng, m bo s dng ht kh nng ngh nghip ca
ngi lao ng cn phi phn cng lao ng theo bc.
Nhn xt: Cng ty phn cng lao ng theo bc v tun th nguyn tc: S
bc k thut ca ngh no phi bng s bc k thut ca ngi lao ng ngh
c ch trng. Cng ty trang b theo ng chc danh, ng chng loi, theo nin
hn hng nm: qun o, m, ng, gng tayCng ty thng xuyn c cn b
gim st kim tra vic thc hin BHL v c quy nh c th x pht nhng vi
phm.
1.4 o to, o to li pht trin ngun nhn lc.
Trong 3 nm qua ( 2005 2007 ), vic o to, bi dng nng cao kin thc v
chuyn mn tay ngh cho CBCNV c Cng ty rt coi trng, coi l cng vic
quan trng nhm pht trin ngun nhn lc trong Cng ty. Trn thc t hu ht
CBCNV trong Cng ty c o to t cc trng i hc, Cao ng, Trung hc
v cc trng nghip v.V th xc inh c tm quan trng ca cng tc ni
trn, hng nm Cng ty cn c vo k hoch sn xut, tnh cht cng vic v trnh
CBCNV m to iu kin cho CBCNV i hc vn bng hai, i hc ti
chc, cao hc. S cc b c c i o to ny cn c vo nhu cu thc t ca
Cng ty. Ngoi ra cng ty cng khuyn khch CBCNV t o to nng cao trnh
tay ngh khi Cng ty s c hnh thc h tr, to iu kin s CBCNV ny
an tm hc tp v lao ng sn xut.
Cc hnh thc o to, o to li ch yu l: c i hc cc lp ti chc, tp
chung v bi dng ngn hn. Bn cnh , nng cao trnh tay ngh cho
ngi lao ng, Cng ty t chc hc v thi nng bc ngh cho cng nhn.
Ngoi cc hnh thc o to trn, Cng ty cn lun ch trng n thc t chc
k lut ca ngi lao ng, nhng c nhn xut sc trong lao ng sn xut, cng
tc u c c i hc cc lp bi dng chnh tr - cm tnh ng v c kt
np vo ng.
1.5 To ng lc trong lao ng.

thc khc. T chc o to, bi dng nng cao trnh tay ngh cho ngi lao
ng, thi nng bc, nng lng, t chc ni lm vic, pht ng thi ua lao ng
trong cc b phn.

ngh ln cp trn khen thng bng cc hnh thc: Tng bng khen, giy khen,
danh hiu lao ng gii, chin s thi uaCng ty cn quan tm n tinh thn
ngi lao ng thng qua hnh thc thm hi ng vin i vi nhng lao ng
khng may ri vo hon cnh o le bt chc trong cuc sng. Hnh thc ny c
ngh rt ln trong vic kch thch mi ngi tch cc phn u hn na trong cng
tc.
Song song vi nhng n by kinh t kch thch vt cht v tinh thn i vi
ngi lao ng th Cng ty cng tin hnh p dng kh cht ch ni quy, quy inh
lao ng, iu l lm victhng qua cc quy ch hoat ng cho cc phng ban,
t i trong ton Cng ty. Chnh v th gp phn nng cao tnh k lut, t
gictrong cng tc cng nh trong sinh hot tp th.
Nh vy, chnh sch to ng lc trong lao ng m Cng ty ang p dng c
vai tr quan trng trong vic kch thch tinh thn ngi lao ng. Nhng nng
cao hn na hiu qu cng tc ny th Cng ty phi thng xuyn duy tr cc bin
php trn mt cch ph hp v ch nghin cu nhng bin php c th nhm
ph hp vi tng trng hp c th v theo thi im xc nh.

c) V cng tc s l s c:
- B tr in thoi khch hng bo sa cha v cng nhn trc sa cha
in 24/24h theo ch 3 ca 5 kp.
- Tng cng cng tc kim tra cng c sa cha, th nghim nh k 100%,
hon v, nng cng sut chng qu ti, nng in p t 6, 10kv ln 22kv. Do lm
tt cng tc qun l vn hnh nn tnh hnh s c trong nm gim nhiu so vi
nm 2003, c th l:
+ Sut s c vnh cu: 22 v
+ Sut s c thong qua: 16 v
+ S v sa cha in cho dn: 232 v
Nhng tn ti s c trn ch yu do: Cht lng cp vn hnh xu, do thit b
t RMU khng m bo cht lngvv.
Trong nm t chc trin khai nhiu phng n m bo in ph v chnh
tr, kinh t trn a bn qun Hong Mai nh huy ng ngi trc phc v tt t
Du, m bo khng h dn no mt in trong m giao tha. Huy ng
CBCNV tham gia trc m bo in cho cuc bu c hi ng nhn dn cc cp,
m bo tuyt i an ton khng im b phiu no mt in, huy ng CBCNV
trc phc v k nim 50 nm ngy gii phng th , hi ngh ASEM5 v c bit
l t thi ua cho mng k nim 50 nm ngy truyn thng ngnh in.

Cng tc t chc tin lng, tin cng v thu nhp l mt b phn quan trng
trong cc h thng cc bin php trt trin ca cng ty. V y l nhng chi ph
u vo ch yu ca qu trnh sn xut kinh doanh. B phn ny c lin quan cht
ch n ng lc pht trin v tng trng sn xut kinh doanh, nng cao hiu qu
v hiu lc qun l, khai thc cc tim nng ca mi ngi lao ng.
Do tin lng v thu nhp chim mt v tr quan trng trong chin lc pht
trin ca Cng ty, Cng ty thc hin tt Cng vn s 4320/ LTBXH TL
ngy 29/12/1998 ca B LTB XH v vic hng dn xy dng quy ch tr
lng trong doanh nghip nh nc v chng VI Tin lng ca B Lao ng
bng cch thc hin theo phng chm: Tr lng theo vic, khng tr lng
theo ngi . v t chc tr lng vo cc ngy 7 v 22 hng thng.
C th, Cng ty xy dng v kin ton cc quy ch dn ch, tha c lao
ng, ni quy lao ng, quy ch tr lng cho CBCNV, quy ch thi ua, thng
pht, xy dng cp bc cng vic , xy dng n gi tin lngy l nhng
vic lm rt tch cc v thit thc i vi yu cu thc t ca Cng ty. Chnh
nhng vic lm ny to mt iu kin thun li cho cc cn b qun l trong vic
thc hin t chc tin lng, trong vic phn chia qu lng ca Cng ty.
a) - Chm cng tr lng.
Hin nay Cng ty ang p dng chm cng thi gian lao ng ( tr lng theo
cp bc cng nhn v h s lng nhn vin qun l theo ngh nh 26 / NCP ).

Thc t, Cng ty cho thy, i vi khi qun l phc v s dng bng chm
cng theo bng A. Khi sn xut kinh doanh s dng bng chm cng theo bng
B. Hng thng khi n k thanh ton lng, cc b phn phng ban, t i sn
xut phi np bng chm cng cho phng tng hp kim tra tng hp ngy
cng giao cho phng ti v lm chng t thanh ton lng cho cc b phn.
Phng tng hp c nhim v kim sot bng chm cng quyt ton lng cho
mi qu.
Da vo bng chm cng v chng t gc km theo giy xin php ngh, phiu
ngh BHXH k ton tnh cc khon lng v ph cp BHXH. Cui cng l tng
s tin phi tr cho CBCNV, cc khon ny sau khi tr i cc ln tm ng, 5%
BHXH, 1% BHYT, ri s tnh tng s tin thc lnh ca mi CBCNV trong thng.
b) Tin lng.
Cn c vo cng vn 4320/ LTBXH TL ngy 29/12/1998 ca BLTB XH
v vic hng dn quy ch tr lng trong cc doanh nghip Nh nc.
Cn c thc t sn xut kinh doanh, t chc lao ng ca Cong ty quy nh:
Nguyn tc chung trong tr lng.
+ Tr lng theo cht lng, hiu qu cng vic c giao ca ngi lao ng.
+ Tr lng phi khuyn khch c ngi lao ng nng cao trnh nghip
v tay ngh.
+ Gim c khuyn khch tr lng khon theo cng vic.

triu ng, trong c 11 sng kin c Hi ng sng kin cp Cng ty ph
duyt vi s tin thng l 16,5 triu ng.
- Cng tc ng: Cp u n v t chc tuyn truyn, gio dc cn b ng
vin pht huy truyn thng v vang ca ng, y mnh cc phong tro thi ua,
Pht huy phong tro sng kin ci tin k thut trnh Cng Ty Xt duyt.

Tuy nhin, vic t chc cc phong tro trong Cng ty cn cha c
thng xuyn, cc hot ng din ra cha c rng khp n tng b phn trc
tip sn xut. C nhiu hot ng em li b ch cho tinh thn ngi lao ng
nhng ngi lao ng li khng c c hi tham gia.
Nguyn nhn l do c im sn xut kinh doanh ca Cng ty cn mang
tnh thi v cho nn nhiu lc cng vic rn dp, cng nhn lm vic vi cng
cao th khng th tham gia hot ng phong tro. Mt khc, Cng ty cha thc s
ch trng thc hin cng tc ny nht l trong thi gian gin ca, t vic cho cng
nhn.
Hn ch ny phn no nh hng n tinh thn ngi lao ng. Nhng
lc ri vic th li khng to c s thoi mi v tinh thn. n lc cng vic
nhiu, r gy ra tnh trng mt mi, cng thng, nh hng n hiu qu cng vic,
hiu qu sn xut kinh doanh ca Cng ty.
Vn ra l phi c nhng gii php no khc phc c nhng tn ti
nu trn, nhm hon thin v tng cng cng tc to ng lc vt cht, tinh thn
cho ngi lao ng trong lao ng. V phi lm th no cc gii php thc
s i vo hot ng sn xut kinh doanh ca Cng ty ang l mt vt thit thc
nht, cn c gii quyt.
Chng III. MT S GII PHP NHM TO NG LC CHO NGI LAO
NG CNG TY IN LC HONG MAI.
1 Phng hng to ng lc cho ngi lao ng Cng ty in lc Hong
Mai.
+ Cn phi xc nh r t tng, quan im ca cng tc to ng lc vt
cht, tinh thn trong lao ng l cng tc khng nhng ban lnh o Cng ty phi
lm m ngi lao ng cng cn phi thc hin.
+ Trong qua trnh thc hin cng tc to ng lc Cng ty, cn phi c s
kt hp t trn xung di, cp di phi nh ln cp trn cp trn sa i, b
sung cho ph hp vi thc tin.
+ Bn cnh , cc bin php nng cao hiu qu cng tc to ng lc
trong lao ng phi c tc dng kch thch sn xut kinh doanh ngy mt pht
trin, to lng tin ca ngi lao ng i vi Cng ty, h c th an tm lm
vic, gn b vi Cng ty thng qua vic tng tin lng, thu nhp mt cch n

Nu lm tt cng tc sa cha v bo qun my mc theo quy nh, nng
cao hiu qu s dng my mc thit b th Cng ty s tit kim c rt nhiu chi
ph. T , Cng ty c th h gi thnh sn phm, dch v, tng li nhun v y
cng l iu kin Cng ty tng tng qu tin lng ni chung v tin lng ca
ngi lao ng ni ring. Vic h gi thnh sn phm, tng dch v cng l c s
Cng ty c th h gi bn sn phm, chi ph phc v Cng ty, lm tng thm uy
tn ca Cng ty i vi khch hng, gip Cng ty pht trin v ngy mt pht
trin.
Tin lng, tin thng, cc khon ph cp lng, phc li x hi l ng
lc thc y mnh m ngi lao ng trong hot ng sn xut kinh doanh. Song,
tr lng cho ngi lao ng phi m bo ti sn xut sc lao ng m rng ( c
v s lng v cht lng ) m ngi lao ng hao ph trong qu trnh lao
ng, tc l phi thc hin cc nguyn tc sau:

Tr lng theo s lng v cht lng lao ng.
Tr lng phi da trn thc trng ti chnh ca Cng ty.

T chc thi nng bc ti Cng ty cho ngi lao ng, to iu kin cho
ngi lao ng c th tip xc vi cng vic i hi bc cao hn, mc phc tp
hn trc thi gian thi. Cng ty, phi tuyn truyn, ng vin, ng thi t chc
nn luyn, hng dn cho ngi lao ng c th v ni dung, hnh thc thi
ngi lao ng rn luyn tay ngh, k nng, k xo trong cng vic, t tin khng
nh mnh.Do c th em li kt qu cao cho ngi lao ng trong t thi.
Cng ty cn thnh lp hi ng thi tuyn, trong c cc i din lnh o Cng
ty: trng phng tng hp, trng phng k thut, m bo khch quan trong thi
c. Vic thi nng bc khng nhng nng cao tay ngh cho ngi lao ng m cn
to tinh thn tch cc cho h.

khi c nhu cu tuyn dng, nhm tng cng s gn b hn na gia cn b cng
nhn vin vi Cng ty. ng thi, cng th hin s quan tm ca lnh o Cng ty

vi hp ng lao ng thi v di hn 1 nm ( cha tham gia BHXH, BHYT ) l
hp ng cho i tng mi n Cng ty lm vic, c tay ngh v chuyn mn
nghip v m Cng ty c nhu cu.
Trong vng t 12 => 14 thng k t khi ngi lao ng n Cng ty lm
vic c th k hp ng lao ng t 02 => 03 ln, mi ln k hp ng lao ng
khng qu 6 thng. Trong qu trnh cng tc nu t mc tin lng c bn nghi
trong hp ng ( tnh bnh qun cho 1 thng ca ln hp ng lao ng cui ) th
khi ht hn hp ng thi v c Cng ty k hp ng lao ng t 1 nm => 3
nm. Nu khng t mc tin lng c bn nghi trong hp ng hoc v phm ni
quy, quy nh, quy ch ca Cng ty, thc t chc k lut kmth Cng ty s
khng k hp ng lao ng.
2.3 Hon thin cng tc bo h lao ng Cng ty.
Con ngi khng nhng quyt nh s tn ti ca qu trnh sn xut m cn
quyt nh nng sut, cht lng, hiu qu ca sn xut kinh doanh. D vi cng

m nhn cng vic ph hp vi kh nng lao ng ca h. Phng vn trc tip
mt s cn b cng nhn vin trong Cng ty, h u cho rng sau khi c Cng
ty trc tip o to, Cng ty t chc thi ai t c bc no th c Cng ty sp
xp, b tr lm cng vic bc .
Ngoi vic sp xp ng trnh tay ngh cho ngi lao ng, Cng ty
lun khuyn khch ngi lao ng lm vic cc cp bc cng vic cao hn
pht huy ti a kh nng ca ngi lao ng. Nh vy, thy r rng vic phn
