C. The disadvantages are that in spite of a lot of foreign aids, the famine in
Africa doesnt decrease, the poor is still poor and worse, also this make the
growth slower, this make a worse performance in economy. Instead of
alleviate poverty or misery, actually aids makes constituents in donor states
better off. Another negative effect is that this feeds the corrupt government
even more because some governments steal aids for their own benefit.
D. They use it as a tool for buying influence and policy. Also because
democratic donors are ready to turn a blind eye to theft and corruption
when they need a favor. Thats why aids fails to eliminate poverty, not
because donors give little money, actually they give the right amount to
achieve its purpose: improve the welfare of donors constituents so that
they want to reelect their incumbent leadership. Also aids is given to the
right people but government steal it rather to give it to charity or to local
entrepreneurs. Also to buy policy and build coalitions and this gives us a
good hand about who gives how much aid to whom.
The determinants on how mucho aid to transfer and to whom:
a. Coalitions size
b. What the policy concessions are worth
