History and Origins of Complete Streets


Builds on previous plans, concurrent planning, and capital improvement projects such as:

Saratoga Springs Downtown Transportation Plan (2007)

Climate Smart Communities Pledge (2011)

Complete Streets Policy (2012)

Urban and Community Forest Master Plan (2013)

Saratoga Greenbelt Trail Feasibility Study (2013)

City of Saratoga Springs Comprehensive Plan (2015)

Safe Routes to Schools

YMCA/Saratoga State Park trail improvements

Excelsior Avenue Corridor improvements

Project Purpose
This plan is funded by the Capital District Transportation Committee (CDTC) and the City of
Saratoga Springs to help provide a safe and accessible city street network for all users, including
pedestrians, bicyclists, transit riders and motorists.
With the communitys input, the Complete Streets Plan will identify potential improvements such
as sidewalks, crosswalks, curb ramps, bike lanes, transit access, bike racks, signage and safety
enhancements in the City.
Specifically, the purpose of the plan is to:

Examine existing and desired conditions and networks for bicyclists, pedestrians and transit
users across the City consistent with the Citys adopted Complete Streets Policy and
sustainability goals.

Expand and strengthen mobility choices for City residents and visitors.

Facilitate implementation of projects and policies to specifically accommodate bicyclists,


pedestrians and transit users throughout the City of Saratoga Springs.
