-Passed the Northwest Ordinance:
method for land to become a state
(part of the USA)

Weaknesses

-Nation had NO power to tax

(so how will the war debt get
paid?)
-No national leader with power
(they did have Congress
though)
-9/13 states had to agree to
make laws, make decisions,
enter into treaties (how can that
be productive or even
possible?)
-No national military (only state
militias)
-States had a LOT of power
(more than the national
Congress)
