A few questions or suggestions. Need to elaborate on the need for the concrete fence (not wall) for
operations. If it in the levee what landowners signed off (IBWC and who else?). Speak to how the
levee without this fence is easier to traverse without the fence built into it.

ISSUE PAPER FOR THE L-1A AND L-1B PROJECT FOR PRESIDIO, TEXAS

The L-1A and L-1B PF-225 project in Presidio, Texas is to be constructed 3.05 East and
West of the Port of Entry for a total of 6.1 miles.

The proposed design for the project in Presidio, Texas is of a design that incorporates the
existing levee structure. It is aesthetically pleasing and does not affect the landowners.
It is structurally sound and it increases the strength of the levee. The height of the levee
is tactically advantageous. The agents patrol an established patrol road which allows
them a much greater view to identify illegal entrants. It also keeps the agents in a safe
zone as they patrol from higher ground.

The landowners which include the International Boundary and Water Commission
(IBWC), local ranchers and farmers are receptive of the design and have expressed their
support by signing all Rights of Entry Forms onto their private and government lands.

The concrete fence concept was established by the local International Boundary and
Water Commission office in Presidio and the United States Border Patrol. It provides
security for the town since the city of Ojinaga, Chihuahua, Mexico south of the border is
approximately four times bigger than Presidio. It also allows for future SBI tactical
infrastructure such as lighting to be installed.

Traditional fencing is not practical due to the height of the levee as it varies in height
along the projected length. The majority of the levee varies between thirty to forty feet in
height. The levee is high, but sloped enough on both sides for illegal entrants to climb up
and over in a minimal amount of time. Constructing a concrete fence at a ninety degree
angle would hinder, if not slow down illegal entrants long enough for agents to respond
and apprehend them. This would increase the response time from minutes to hours and
days based on their point of entry.

In summary, the proposed design best fits the Marfa Sector operational needs. It is
incorporated into an existing levee which strengthens it. It uses an established patrol road
which allows the advantage of patrolling from higher ground. The wall concept was
established by the local IBWC office and the U.S. Border Patrol. The landowners are
receptive of the design and have expressed support by signing the Rights of Entry.
Lastly, it provides security for the town since the city to the south is bigger than Presidio.
