Dear Mr. Gallagher:
On behalf of the Minister of Justice and Attorney General of Canada, I acknowledge receipt of
your correspondence concerning your dealings with the Ontario Rental Housing Corporation, 1
regret the delay in responding.
As Minister of Justice and Attorney General of Canada, Minister Nicholson is the Government's
chief legal advisor. I hope you will understand that, for this reason, he is not able to provide
legal advice to members of the public or to become involved in matters of a private nature.
Similarly, neither departmental officials nor members of his staff are in a position to help
resolve personal legal issues.
‘The Constitution of Canada divides jurisdiction between the federal and provincial
governments, and each level of government has autonomy to act within its sphere of
Jurisdiction, “The Parliament of Canada is responsible for enacting federal law, wk
‘administering those laws is a provincial responsibility. ‘The Constitution also gives each
province the authority to make laws concerning such matters as landlord/tenant regulations,
and other matters of a local and private nature within that province. In this regard, the
matters you raise are provincial matters. Therefore, I must advise that the Minister of
Justice and Attorney General of Canada has no supervisory authority over provincial
‘governments.
‘Thank you for writing,
Yours sincerely,
