    I am writing to confirm my request of 18th July, on behalf of the Government, to you


    to conduct an inquiry with the following terms of reference:

    "urgently, to conduct an investigation into the circumstances surrounding the death


    of Dr Kelly ."

    The Department for Constitutional Affairs will be the sponsor Department for the
    inquiry and I would be grateful if, when your report is complete, it could be delivered
    to me, on behalf of the Government.
