POLITICAL/ LEGAL FACTORS

• Communist state & Legal structure is based on socialist

• Administrative decisions are made by Raul Castro

• Pro-communist rule prompted to government to develop


ties with China, Russia, Iran, Venezuela; all of which are
of strategic disadvantage to the US

• The ideals of the revolution are supported by a majority


of Cubans, and even those who do not support Castro

• Infrastructure in the rural areas is bad.

• Fixed telephone line density at less than 10 per 100 people

• Wireless service must be paid in convertible pesos. The


domestic cellular service rates are higher than monthly
salaries. Wireless expansion at only about 2 per 100 persons

• Few Cubans have computers. They don’t have the home


phone lines needed to dial into a network or ISP

• Internet accounts are available only to foreigners, or to favor


Cubans for research purposes. The government set up a
Cuban intranet, which is all that is available in schools and
universities
