The Council for Citizens Against Government Waste Political Action Committee (CCAGWPAC) will be endorsing candidates in the 2010 Congressional elections based on their commitment to fight waste, fraud and abuse, and to protect taxpayers' money. 1. Spending Re~b'aint: I will support efforts to shrink federal discretionary and mandatory spending and will oppose raising taxes to reduce the deficit. I will work to eliminate government programs that are obsolete. mismanaged. or duplicative.

2. Budget Reform: I will support efforts to adopt budget reform principles that provide for a simple and legally binding budget; put a cap on Federal spending; combat waste, fraud, and abuse; and secure truth in accounting procedures.

3. Earmark Reform: I will sign CCAGW's No Pork Pledge and work to curtail earmarks. I will promote greater transparency and disclosure for-earmarks in all appropriations, authorization, and tax bills. I will support the Congressional Accountability and Line-Item Veto Act of 2009 that gives the President the ability to eliminate wasteful spending while preserving congressional power to appropriate funds.

4. Tax cuts: I will support efforts to make the tax cuts included in the Bconomic Growth and Tax Relief Reconciliation Act of2001 and the Jobs and Growth Tax Relief Reconciliation Act of 2003 permanent, and will fight for permanent repeal of the Alternative Minimum Tax (AMT) without any offsetting tax increases.

5. Technology and Telecom Mandates and Taxes: J oppose costly government mandates and taxes that inhibit innovation and competition such as Net Neutrality and Internet access fees. I support a fair and open auction of the wireless spectrum.

6. Agriculture Subsidjes; I will support the elimination or reduction of obsolete agriculture subsidies.

7. Free Trade: I will support comprehensive free trade agreements that include meaaingful liberalization for all commodities and marketable goods, and oppose legislation that would raise domestic tariffs and impose tariff-rate quotas on imported goods such as agricultural products, steel, energy sources, apparel, and technology.

8. Privatization: I will support legislation aimed at protecting taxpayers by privatizing government-sponsored corporations and enterprises such as the United States Postal Service, the housing government-sponsored enterprises Fannie Mae and Freddie Mac, and the Tennessee Valley Authority.

9. Healthcal'e: I oppose any legislation that involves more government control over healthcare. I will support market-driven initiatives, such as Health Savings Accounts, to solve the problem. of the uninsured and to lower health care costs, as opposed to expanding government-run programs such as Medicaid, Medicare, State Children's Health Insurance Program (SCHIP). mandating businesses to provide health insurance, forcing individuals to purchase health insurance, and taking steps to establish a single-payer government-run healthcare plan.

10. Taxpayer's Bill of Rights (TABOR): In an effort to contain the ever-rising costs of government, I will support the enactment of a federal TABOR that limits the growth of all federal spending to the rate of inflation plus population growth, except in the event of national emergencies.

11. Property Rights: I will support physical and intellectual property rights by opposing the abuse of eminent domain, protecting patents and copyrights) and enforcing anti-piracy laws,

12. Federal ProcQJ:ement Reform: I will support efforts to reform the purchasing of goods and services by the federal government to ensure they are purchased on an open and competitive basis.

13. Tort Reform; I will support efforts to prevent frivolous and costly lawsuits by supporting legislation that will reduce liability costs, such as loser pays; caps on awards for pain and suffering; and allowing more of the award to go to the victim.

14. Energy Independence: I will support efforts that will encourage more competition and lower energy prices by opening up federal lands, such as the Arctic National Wildlife Refuge, and the coasts to energy exploration and development; building more refineries; and constructing more nuclear power plants.
