If your Ist choice loses, your 2nd or 3rd choice could help determine who wins. Below is a copy of this special election portion of the ballot with the conserva- tive candidates highlighted. Further information about voting in this special election can be obtained by contacting the NC Board of Elections at (866) 522- 4723 or by visiting their website at www.sboe.state.nc.us. I believe in exercising careful, common sense judgment from the bench. | believe that the essential role of a judge is to render a just and impartial decision, based on the facts and the law. I believe in “judicial humility” as opposed to “judicial arrogance”. I believe in “judicial restraint” as opposed to “judicial activism”. Judges have no popular mandate to act as policy makers. | believe in the rule of law, not the rule of judges. As an Appeals Referee I have held over 13,000 case hearings and rendered as many legal decisions, ever conscious of the fact that my decisions affect the lives and welfare of those who appear before me. I appreciate your considera- tion of my candidacy for the North Carolina Court of Appeals. DISTRICT COURT JUDGE R. KELSEY WILLIAMS www.facebook.com/williamsforjudge Place of residence: Conover Education: Campbell University, School of Law, J.D., 2002; Lenoir Rhyne University, B.A., 1999 Occupation: Attorney Employers: Owner of The Williams Law Firm in Hickory Date admitted to the bar: 2002 As a lifelong resident of western North Carolina, | know the importance of traditional conservative values to the citizens of this district. I hold those same values. I am a lifelong supporter of our right to keep and bear arms, private property owner’s rights and limited government. My wife Beth and I, along with our daughters, Sophie and Madeline, are proud to call Conover, North Carolina home and are active members of Mountain View Baptist Church. Beth and I own a small law firm and know what it takes to run a small business. From meeting the needs of my clients to making sure my employees are adequately cared for, I have learned, firsthand, the problems that people and businesses face on a daily basis. I will bring to the bench my commitment to work hard to keep our court system account- able, accessible and responsible to all of the citizens of this district. NC COURT OF APPEALS RICK ELMORE www.judgeelmore.com Education: J.D., North Carolina Central University School of Law, 1982; B.S. Guilford College, 1974 Occupation: Appellate Judge Employer: N.C. Court of Appeals Date admitted to the Bar: 1982 In 2002, I was elected to serve as a judge on the North Carolina Court of Appeals. It has been a privilege and honor to serve the citizens of North Carolina as an appellate judge for the last eight years. During that time, | have decided more than 2,000 cases and have written more than 700 opinions. The 20 years I spent practicing law in my hometown of Greensboro prepared me well for the types of cases argued be- fore the Court of Appeals. An appellate court is no place for judicial activism. My reputation as a judge is that I closely adhere to the existing rule of law, I am fair to all parties, ] am courteous to all who appear before me, and I am diligent in my work. I hope to have the opportunity to continue to work with integrity and to fairly admin- ister justice from the bench. Experience counts. | ask you to consider my experience and reputation as an appellate judge when casting your ballot. I would greatly appreciate your vote and support in the upcoming primary and general elections. NC COURT OF APPEALS STEVEN WALKER www.walkerforcoa.com Education: Campbell University School of Law, J.D., Summa Cum Laude Occupation: Judicial Clerk Employer: Supreme Court of NC As a native North Carolinian, | hold to North Carolina values of family, faith, and integrity. I am the only can- didate in this race who has spent the last five years read- ing the opinions of the Court of Appeals and making recommendations on them to a member of the Supreme Court. I believe that judges should apply the law as it is written and not attempt to create new law. I will never put the prospect of personal or professional gain above the law. I am the only true conservative in the race, and a vote for me would be a vote towards restoring the judiciary to its proper place of interpreting the law rather than legislating from the bench. DISTRICT COURT JUDGE L. SUZANNE (SAN) OWSLEY Education: Emory Univ., B.A., 1977; B.S.; Wake Forest School of Law, J.D., 1982 Occupation: District Court Judge Employer: State of North Carolina It has been my privilege to serve the citizens of Burke, Cald- well and Catawba counties as District Court Judge for almost twelve years helping people solve the problems that they bring to our Courts each day. Throughout my career of public service, I have worked closely with law-enforcement, the Departments of Social Services, the Department of Juvenile Justice, the Conflict Resolution Center, REPAY, Inc., the Rape Crisis Center, and with many other agen- cies and persons that assist our Courts in making our community a better and safer place to live. I am honored to have the endorsement of the Fraternal Order of Police in all three counties I serve: Burke, Caldwell and Catawba counties. As a Certified Juvenile Court Judge and Family Court Judge, I deal with the difficult and challenging issues of divorce, custody, equitable distribution, juvenile delinquent and undisciplined matters, and child abuse, neglect and dependency. There is nothing more important to our community than our families and our children, and I work every day to protect and help our families and our children. I am asking for your support and your vote so that | may continue to work to make our community a safer and better place for us to live and to work. DISTRICT COURT JUDGE F. WESLEY SIGMON www.wessigmonforjudge.net Education: UNC-Chapel Hill; NC Central School of Law, J.D. Occupation: Attorney Employer: Kennedy and Wulfhorst From the amazing journey with my family, I have experienced and observed others dealing with difficult personal experi- ences. This unique perspective allows me to better understand the concerns related to people who have to come to court, from victims of crimes to plaintiffs to children. I believe District Court is the court of the people, and for the most part, the people simply want a fair venue to stand trial, voice their complaints, or address their concerns. As Judge, I will work to expand the pro- grams we have in place, such as the Drug Treatment Court, Infractions Court, and Judges in School. I will also look to foster other alternative dispute resolution pro- grams so that our District Court resources are reserved for the cases that most need them. We need to utilize these existing programs, and look for other innovative methods to address our overburdened criminal justice system, yet still protect the pub- lic. I will strive for sentencing that equally punishes a defendant, but provides the necessary rehabilitation to reduce the risk of re-offenders. If elected I will enthusias- tically serve the people of Catawba, Burke, and Caldwell Counties with honesty and integrity. I will work hard for all of the people. 1 will be fair to everyone. It’s time, elect F. Wesley Sigmon.
