Ayurvedic Medical Officers promotion: Severe shortage of higher level of professionals in Ayurveda is experienced due to delay in awarding promotions to Ayurveda Medical Officers for ‘Administrative grade, Grade One and Special grade. ‘The Ayurveda Medical Officers Service is one of the All Island Services for which appointed is done by Public service commission (National). The authority for promotion also lies with Public Service Commission (National) with the initiation of Ministry of Indigenous Medicine (line ministry). However promotion for above grade has not been held for more than five years due to unknown reasons. 2, Development of Ayurvedic Sector: ‘Ayurvedic Sector is a devolved subject to the provincial council. F or the development of Ayurvedic sector, shortage of funds is a constraint. This sector is depending on PSDG & CBG allocation only. But to this sector no support from the NGOs or other donors is extended. Popularisation of this sector among NGOs and International donars is necessary. Ministry of Education 3, Sharing authorities of Public Service Commission with Provincial Public Service Commission Education services Board of the Public Service Commission has delegated the function of confirmation of officers in Sri Lanka Principals’ Services to the Provincial Public Service Commission. Later with the taking over of function of the Education Service Board by Public Service Commission, the cadre in Education Holding, the posts in Provincial public service appointment, promotion and extension, retirement etc are shared between Public Service Commission and Line Ministry. This arrangement causes unnecessary delay in the confirmation and extension of Principals. These functions could be delegated to the Provincial Authorities. 4. Intake to National College of Education according to the demand of the Province on different disciplines. (Subjects) The intake of candidates who possess required achievement in C.C.E. A/L to NCOE was on the basis of 70 % on merit and 30 % on district quota. This criterion has brought Diploma holders of NCOE who are mostly urban based and thereby the vacancies of rural school are not successfully filled. Later this year criteria was revised for 30% on merit and 70% on district quota. To avoid the passed out evading the posting to the rural schools ,conditions to be included during intake to an identified school during the time of appointment, 5. Absorption of Provincial teachers deployed at National Schools. PPSC NP has the list of teachers paid through Provincial budget for teachers released to the Central Ministry and National colleges which come under the preview of Line Ministry. This is a common problem in all the provinces, Decision either to revert them with new appointments/ release them to National Schools or absorb the provincial teachers to the National Schools may be taken, 6. Tariff on electricity supplied to schools. There is an increasing demand per consumption of electricity due to the use of computer and other equipments for teaching and learning The allocation of fund for electricity tariff is not adequate to meet the monthly bills In colleges the tariff is charged as for commercial establishment, Request to charge the bill on the basis of domestic tariff. REFUND OF STAMP DUTIES ON LAND TRANSFERS Refund of Stamp Duty has been legitimate revenue to Local Authorities under the 2nt schedule of the Municipal Council Ordinance and Pradeshiya Sabha Act and the 4* schedule of the Urban Council Ordinance, under which these institutions were created. These Stamp Duties were levied by the Central Govt. and refunds made direct to the Local Authorities, until the formation of Provincial Councils, With the 13!" Amendment to the Constitution, these revenues came under list one of the 9'* schedules as matters authorized to Provincial Councils. North — East Provincial Council has been dissolved and within it’s short tenure of existence, no statutes were passed by the Provincial Council in this connection. In the absence of statutes in the North ~ East Provincial Council the central Govt. Continued to levy the Stamp Duty in terms of Stamp Duty Act No 43 of 1982 read in conjunction with Provincial Council (Consequential Provisions) Act No 12 of 1989 and they were directly refunded to the local Authorities in the North East. But with the introduction of Finance Act No 11 of 2002, the Central Govt. had abolished the levy of Stamp Duties with effect from 01.05.2002 (Sec 15 of Act No 1of 2002) and at present no Stamp duty is being levied either by Central Government or by Provincial Administration in the North - East. According to the Extra ordinary gazette notification No: 1430/3 of 03.04.2006 decaled by the Excellency President, Local Authorities are entitled for refund of Stamp Duty with effect from 04.04.2006. Local Govt. Department Northern Province took action to refund these amounts to the Local Authorities for development to the inhabitants. Amount be obtainable from Director General of Public Finance.
