Delegation of Power. - Provincial Public Service Northern Provincial Council

I, Gammanpila Arachchige Chandrasiri, Governor of the Northern Province do hereby under the power vested in me by section 32 of the Provincial Council Act No. 42 of 1987, read with section 3, 4, 5 & 06 of the Provincial Councils (Amendments) Act No. 28 of 1990, amend the delegation of powers issued by me in the Governor's Memorandum 2007/02 dated 18.04.2007 as described below:-

Caption of the Section 01 (b) is amended to read as "Deputy Chief Secretary ~, ' .' of Public Administration, Northern Province".

Addition

(1" A new section is added immediately after the present Section 2 (c) (IV) to read as Section "2 (c) (V). Power to appoint Secretaries to the local authorities will be exercised by Secretary, Provincial Public Service Commission in consultation with the Secretary to the Ministry of Local Government"

Amendment to the Delegation of Authorities

Hon. Governor, NP.

In view of the foHowing reasons the power to appoint Secretaries to the local authorities has to be delegated to the Secretary, Provincial Public Service Commission, Northern Province.

1. According to the new Local Government Policy Gazetted in December 2009, the status of the secretaries to the local authorities is been elevated to the position a Head of the Departments.

2. The service minute already approved by Provincial Public Service Commission and assented by your Honor, make it a condition that the officers selected for Secretary should poses more years of service in the local authority and hence we need to facilitate officers to gain mote period of service within the local authorities. Therefore, inter ministry transfer win be discouraged to this category of officers.

3. Government is promoting a dose service policy in the local government system.

4. Since the Local Government is elevated as a distinct tier of Governance structure, though there are combined services in the local authorities, this category officers have to be appointed by the Provincial Public Service Commission.

Therefore, an amendment to the delegation is essential. The amendment is annexed herewith for your Honors signature please.
