ATTENDING SEMINARS, WORKSHOPS OUTSIDE THE PROVINCE It is observed that the Secretaries and Senior Officers are in the habit of spending prolonged periods of time outside the province, which affects the smooth functioning. of the administration. This was much in evidence over the last fortnight where nearly 50 officers including Secretaries, Deputy Secretaries, Heads of Departments and Directors were away attending to ‘various. official functions and also a workshop organized by MDTD on procurement. This has also inconvenienced the public who call over at various offices to get their work done. Your attention is drawn to my earlier instructions, where it was required for senior officials to spend a minimum of two week ends in location. Strict instructions should be conveyed to all that except for summons from the Secretary of a ministry where the meetings are chaired by the secretary or superior, summons from Courts or Barliamentary select committees that secretaries should refrain from leaving station and wherever possible these tasks should be delegated to their Deputies.
