Morikawa is a Detective with the Federal Way Police Department and has reviewed the investigation conducted in Federal Way Police Department Case Number 10-13578; There is probable cause to believe that SENIOR, Alfonso V, 6-22-1981, 36101 25th Pl S Federal Way, WA 98023 committed the crime of Murder 2nd/RCW 9A,32.050, on 10-16-10/0157 hrs at 2125 SW 356th St. Federal Way, WA 98023, Federal Way, King County, Washington. This belief is predicated on the following facts and circumstances: On Saturday10-16-10 at about 01:57 rs Federal Way Police Officers were dispatched to 2125 SW 356" St, Federal Way, King County, WA on a report of a shooting at the Chevron gas station, The information wwas being relayed to Federal Way Valley Communications by Puyallup Tribal Police that were in the area, Puyallup Tribal Police stated that they had a male at the scene with what appeared to be a gun shot wound to the head. Information from Puyallup Tribal Police was that the suspects had fled from the scene in a silver or light colored SUV. Early information from Tribal Police was that the suspects may be headed toward the Cascade Ridge apartment complex in Federal Way. Detective Kim and I interviewed witness Pia Inkamp at the Chevron ges station. Inkamp indicated she had been in the parking lot of the Thunder Chief ( or “Northpoint”) bar in Tacoma and was walking to her car. Once in her car she was approached by a male, later identified to be Antoine Lamar SENIOR, DOB 12/13/88. ‘The male asked her and her friend Brandy Rabon if they wanted to come to his apurtment in the Cascade Ridge apariment complex to have breakfast. Because the traffic in the parking lot outside the bar was heavy, he suggested that they meet at the Chevron Gas Station at 2125 SW 356" St. which is just a few blocks from the Thunder Chief. Inkamp stated they went to the Chevron station and parked in front of the convenience store, face in. Once there, Inkamp’s passenger Rabon stated “hey there is your friend” meaning Antoine SENIOR with whom they had been speaking just moments before. Inkamp looked toward Antoine Senior and saw him ‘coming her way. Antoine Senior approached the passenger side of the car but quickly went around to ‘the driver’s side so he could speak directly to Inkamp who was driving. He continued to attempt to convince the two women that they should join him for breakfast, He was leaning on the driver’s door and may have possibly also leaned on the roof area. Inkamp then saw het friend Deon, (Darrell Deon WEBSTER, DOB 12/18/85) who had also beon at the ‘Thunder Chief bar earlier. She saw him arrive in his black Lincoln Continental and park near her ear. Webster got out and walked towards her car, As Webster approached and came around the side of the vehicle, Antoine Senior straightened up. Webster continued to walk to the driver's side of her vehicle and she saw Antoine Senior swing a fist towards Webster. ‘A fight ensued between the two of them and they moved to the rear area of het vehicle and she could no longer see them. She heard a gun shot and began to exit her vehicle, Rabon grabbed a hold of her and prevented her from leaving the vehicle telling her that there were gun shots, After a short while she got out of her ear and saw Webster laying face up in the parking lot. Detective Kim and I also interviewed a witness, Amie M Hudson, Hudson told us that she had seen ‘Webster, whom she knows as “Pookie,” speaking to Inkamp at the ‘Thunder Chiof bar about an houy prior to the shooting, She’also saw his friend, Charles “CJ” Bullock, DOB 10/30/80. When the bar began to close, Hudson and a friend also went to the Chevron, where she again saw Webster and Bullock, Hudson told detectives there were lots of men, including Webster, talking near the cars at the Chevron station, She then saw a black man in a black t-shirt point a gun at Webster and shoot, Webster fell to the ground, Other detectives interviewed Bullock, Bullock stated that he and Webster had gone (o the ‘Thunder Chief" at approximately 10:30 pm, When the bar was beginning to close down, Bullock went outside and saw ‘Webster talking with three black men, one in a “rainbow” striped shirt, a shorter man in a striped hoodi and one in a black hoodie, white and red hat, dark jeans and white shoes. There was a verbal confrontation between Webster and the three men, Bullock said he tried to calm everyone down and that the Puyallup ‘Tribal police arrived shortly thereafter and ordered everyone to leave. The three men left in a light colored SUV. Bullock, Webster and another friend, Vic Cobb, then drove Webster's car to the Chevron, When they arrived, the same three men from the Thunder Chief were in the parking lot. According to Bullock, the shorter man in the striped hoodie confronted Webster in the parking lot. The other two men also approached so Bullock grabbed them both and held onto their shitts,. As he did so, he heard a “clap.” When he turned to look, he saw the third, shorter man standing in front of Webster with his arm raised. Webster stumbled and fell to the ground and all three of the men ran, Bullock did not see a gun, When Federal Way Police officers arrived at 2:00 am, they found Webster near Inkamp’s car in the parking lot, It appeared he had a small gunshot wound to his nose and another wound on the back of his head. When Webster was found, he was on the ground approximately five feet from Inkamp's ca, west £ the store entrance, ‘Webster was taken to Harborview Medical Center, where he was pronounced dead a few hours later. Puyallup Tribal police informed Federal Way officers that prior to the shooting at Chevron, they had been hired to work uniform at the Thunder Chief as the tavem is situated on Puyallup tribal land, These officers told Federal Way detectives that they had previously told all patrons to leave the parking lot outside of the tavern. The Puyallup officers identified the three men and the car they left in, a light- colored SUY, in still photographs from a surveillance video taken from the entryway of the ‘Thunder Chief tavern, 1t was determined that there were several surveillance cameras at the Chevron gas station, After reviewing surveillance footage from these cameras the following is clear: Antoine Senior arrived in a gold or champagne SUV at approximately 1:47 a.m, Antoine Senior approached the front door, grected several people and talked on his phone. Antoine Senior was wearing a distinctive multi-colored striped shirt, He then walked towards an area off camera but in the direction of where Inkamp was parked. A man ina red hat, dark clothing and white shoes, later identified as Antoine's cousin Robert Swaggerty, followed him in that direction. Another man that was dressed in a gold shitt, who has since been identified as Antoine Senior’s older brother Alfonso SENIOR (DOB 06/22/81), stopped in the area of the g8s pumps, Shortly thereafter, the victim’s black Lincoln Continental can be seen atriving and parking. ‘The victim got out of the driver's seat dnd moved in the same direction off camera as Inkamp's car, Bullock can be seen getting out of the front passenger seat and Cobb got out of the back seat. Bullock walked toward Alfonso SENIOR and is standing near the gas pumps. It appears they greet each other and speak briefly. Itis clear from the video that Bullock turns his attention to something out of view of the footage and toward the area where Inkamp and the victim are parked. As Bullock heads in that direction, ‘Alfonso SENIOR walks back towards the SUV in which he arrived and then abruptly tums and heads ‘towards the cars where the other five men that arrived in the SUV and Continental had assembled. A fow seconds later, Antoine Senior, Alfonso SENIOR, and Swaggerty aro seen sprinting towards the SUV in which they hiad arrived earlier. Antoine Senior gets into the driver's seat, Swaggerty got into the front passenger seat, and Alfonso SENIOR climbed into the back passenger seat. The SUV was driven very quickly from the crime scene, Puyallup Tribal police can be seen arriving just a few minutes later. At approximately 10:30 am, Detective Kim and I went to the Cascade Ridge Apartinents at 1900 SW Campus Drive, in Federal Way and spoke with the apartment manager. Based on a physical description ofthe driver of the SUV from the surveillance video, the manager identified Antoine Senior, She confirmed that Antoine Senior lived in building’ #15, Apartment 206, and that he regularly drives a ‘champagne colored Lexus SUV. She also confirmed the Antoine Senior and yet another brother, Darren Senior, are the individuals to whom the apartment is rented. ‘A short time later Detective Otto observed the SUV back at the apartments. Antoine Senior returned to the ‘apartment that was rented in his name. He was then seen driving in a gold Lexus SUV. As he approached the entrance/exit of the apartment complex he was detained in a traffic stop and taken to the Federal Way Police Department. The SUV was secured, impounded and towed to a secure holding lot at the Federal Way police department. Tn a taped interview, Antoine Senior, was advised of his Miranda wamings and agreed to speak to Detectives Gordon and Morikawa. He initially said he was in Kent the entire night with a friend where he passed out from drinking two fifths of hard alcohol. He claimed to have no idea why the police would ‘want to talk to him. After repeating this claim many times he eventually changed his story and conceded he was at the Thunder Chief/Northpoint tavern just as witnesses had said. In his next version he claimed to have been at the bar in Pieree County and then the Chevron gas st in Federal Way with two men named “Josh” and “Sully.” Eventually he admitted that he knew there was a shooting at the Chevron gas station because he was there when it happened. Antoine Senior admitted he ‘was wearing the distinctive striped shirt that was deseribed by witnesses and that was readily apparent in the surveillance tapes from both the bar in Pierce County and the gas station in Federal Way. Antoine Senior went on to say that he went to the gas station and waited in line to buy gas and something to drink, He confirmed that he saw two girls Jooking at him so he went to talk to them. - Antoine Senior stated that he talked to the driver of a Honda and offered to take her back to his place and cook her breakfast Around noon on 10-16-10 detectives made contact with Antoine’s brother Darren and his girlfriend, Victoria Gibson, They were asked by detectives to review still photographs that had been developed from the surveillance footage taken from the Thunder Chief tavern, They.both identified the three men that were asked to leave by Puyallup Tribal potice as Darren’s brothers Antoine, Alfonso SENIOR, and their cousin Swaggerty. According to Darren and Victoria, Alfonso SENIOR and Antoine were both at the apartment mentioned above at the time of their conversation with detectives. Both Darren and Victoria indicated Swaggerty arrived at that apartment earlier this morning. Both Alfonso SENIOR and Robert SWAGGERTY were arrested at that apartment, # 206 in building # 15 of the Cascade Ridge apartments. Detectives went back and confronted Antoine Senior with the information they had obtained from his older brother Darren and Datren’s girlftiend Victoria, When confronted, Antoine admitted that the men he was with were not “Josh” and “Sully,” but his brother Alfonso SENIOR and his cousin Robert. He also admitted they were at the Thunder Chief in Tacoma before going to the Chevron gas station in Federal Way where there was a verbal confrontation, Detective Clary and I interviewed Robert Swaggerty, cousin of Antoine and Alfonso. He was advised of his Miranda Rights and after waiving those rights agreed to give us a taped statement, He spent most of the next hour and half denying that he was at the bar and gas station, even after being shown a surveillance photo clearly proving that he was there, along with his two cousins. He maintained that he ‘was with his girlfriend Franisa Johnson from approximately 1700 hours on 10-15-10 until he returned to the Cascade Ridge apartment that he shares with his cousins. On 10-16-10 Detective Clary and I interviewed Franisa Johnson, She agreed to give us a written statement. {t was apparent during that statement that she and Robert had possibly prepared a story for police, in case they were questioned in regards to this murder and wes not forth coming in her answers. Later on 10-16-10, after Swaggerty had been re-interviewed by Lieutenants Gordon and Robinson, he revealed that he had in fact been with ALfonso SENIOR and Antoine at the bar in Tacoma and that they had words with the vietim. He also stated that they had gone to the Chevron gas station in Federal Way where they again became involved in yet another confrontation with the victim Webster and his friend Charles Bullock. He stated that there had been a shooting and that his cousin Alfonso SENIOR had fired a gun at Webster and that he believed that Webster had died as a result of that gun shot. He went on to say that he had gone back to his gir! friends apartment in Club Palisades in a vehicle driven by his cousin Antoine and also occupied by his other cousin Alfonso SENIOR. During the ride to Franisa’s apartment he had asked Alfonso SENIOR why he had done it. Alfonso told him that he had been scared and panicked. He then stated that upon his arrival to Franisa’s apartment he had told her what had happened and that Alfonso SENIOR was the shooter, He stated that later in the morning on 10-16-10, when he had gone back to his apartment at Cascade Ridge, he asked Alfonso SENIOR what had happened to make him shoot. SENIOR told him that he wished that he hadn't done it. On 10-16-10 once again Detective Clary and I interviewed Franisa Johnson. When confronted with Swaggerty’s account of what had happened and that she had been told by him the events of that night, she admitted that she had known but was afiaid to tell us. She gave us a taped statement in which she stated that Swaggerty had come home and was obviously upset. ‘They discussed what had happened including the fact that Alfonso SENIOR had shot Webster and that he was not sure why it happened. Detective Bassett met with Aime Hudson and showed her a photo montage in which a photograph of ‘Alfonso SENIOR was included, Hudson positively identified Alfonso SENIOR as the male she saw shoot and kill Darrell Deon Webster on 10-16-10 in the parking lot of the Chevron gas station at 2125 SW 356" St., Federal Way Washington. . Detective Bassett also met with Charles Bullock and showed him a photo montage in which a photograph ‘of Alfonso SENIOR was included, Charles Bullock positively identified Alfonso SENIOR as the male responsible for the shooting and death of his friend Darrell Deon Webster on 10-16-10 at 2125 SW 356” St, Federal Way, Washington, On 10-16-10 I prepared a search warrant for the apartment located at 1900 SW Campus Dr #15-206 which is leased by Antoine Senior and his brother Darran Senior as well as for the gold Lexus driven by Antoine Senior on the evening of 10-15-10 through 10-16-10. During the search of the apartment a SKS assault rifle was located in the bedroom of Antoine Senior, Along with rifle was a box of 9mm ammunition, This box contained both 9mm rounds with silver colored casings hollow point bullets as well as copper colored casing with full metal jackets. ‘These bullets matched those found at the scene, On the ground in the parking lot detectives recovered a silver expended casing as well as copper colored unexpended round with a full metal jacket. Also located was an expended bullet. All of these items were submitted into evidence under this ease number. When confronted with this information, Antoine stated that he had been holding the rifle for a friend and the ammunition was old, Antoine Senior has several juvenile felony convictions including possession of a hand gun and a machine gun and assault on an officer, ‘These convictions are from the State of New Jersey. Antoine was also aware that a shooting had occurred on 10-16-10 at the Chevron gas station and should have been aware that his brother Alfonso Senior was responsible for that shooting. Antoine Senior took no actions to render aid to the victim Webster or contact police with the information that he had. Instead he fled the scene and removed the shooter from the scene. He also repeatedly lied to the police regarding his and Alfonso SENIOR's whereabouts after the shooting: “The search of the Lexus did not reveal any evidence. The gun used in this murder has not, as of this viiting, been recovered. Detectives Otto and Kim interviewed Alfonso SENIOR on 10-16-10. He denied having any knowledge of the shooting and denied being the shooter and stated that he did not have a gun. Federal Way detectives that they had previously told all patrons to leave the parking lot outside of the tavern, The Puyallup officers identified the three men and the car they left in, a light- colored SUV, in still photographs from a surveillance video taken from the entryway of the Thunder Chief tavern. It was determined that there were several surveillance cameras at the Chevron gas station. After reviewing surveillance footage from these cameras the following is clear: Antoine SENIOR airived in a gold or champagne SUV at approximately 1:47 a.m, Antoine SENIOR approached the front door, greeted several people and talked on his phone. Antoine SENIOR was wearing a distinctive multi-colored sttiped shirt. He then walked towards an area off camera but in the direetion of where Inkamp was parked. A ‘man in a red hat, dark clothing and white shoes, later identified as Antoine's cousin Robert Swaggerty, followed him in that direction. Another man that was dressed in a géld shirt, who has since been identified as Antoine SENIOR’s older brother Alfonso Senior (DOB 06/22/81), stopped in the area of the ‘gas pumps. Shortly thereafter, the victim’s black Lincoln Continental can be seen arriving and parking. ‘The victim got out. of the driver's seat and moved in the same direction off camera as Inkamp’s car. Bullock can be seen getting out of the front passenger seat and Cobb got out of the back seat. Bullock ‘walked toward Alfonso Senior and is standing near the gas pumps. It appears they greet each other and speak briefly. It is clear from the video that Bullock turns his attention to something out of view of the footage and toward the arca where Inkamp and the victim are patked. As Bullock heads in that direction, ‘Alfonso Senior walks back towards the SUV in which he arrived and then abruptly turns and heads towards the cars where the other five men that arrived in the SUV and Continental had assembled. A few seconds later, Antoine SENIOR, Alfonso Senior, and Swaggerty are seen sprinting towards the SUV in which they had arrived carlicr. Antoine SENIOR gets into the driver’s seat, Swaggerty got into the front passenger seat, and Alfonso Senior climbed into the back passenger seat. The SUV was driven very quickly from the crime scene. Puyallup Tribal police can be seen arriving just a few minutes later, ‘At approximately 10:30 am, Detective Kim and I went to the Cascade Ridge Apartments at 1900 SW ‘Campus Drive, in Federal Way and spoke with the apartment manager. Based on a physical description of the driver of the SUV fiom the surveillance video, the manager that identified Antoine SENIOR. She confirmed that Antoine SENIOR lived in building #15, Apartment 206, and that he regularly drives a champagne colored Lexus SUV. She also confirmed the Antoine SENIOR and yet another brother, Darren Senior, are the individuals to whom the apartment is rented, {A shot time later Detective Otto observed the SUV back at the apartments. Antoine SENIOR returned to the apartment that was rented in his name, He was then seen driving in a gold Lexus SUV. As he approached the entrance/exit of the apartment complex he was detained in a trafic stop and taken to the Federal Way Police Department. The SUV was secured, impounded and towed to a secure holding lot at the Federal Way police department, In a taped interview, Antoine SENIOR, was advised of his Miranda warnings and agreed to speak to Detectives Gordon and Morikawa, He initially said he was in Kent the entire night with a friend where he passed out from drinking two fifths of hard alcohol. He claimed to have no idea why the police would want to talk-to him, After repeating this claim many times he eventually changed his story and conceded he was at the Thunder Chief/Northpoint tavem just as witnesses had said. In his next version he elaimed to have been at the bar in Pierce County and then the Chevron gas station in Federal Way with two men named “Josh” and “Sully.” Eventually he admitted that he knew there was a shooting at the Chevron gas station because he was there when it happened. Antoine SENIOR admitted he was wearing the distinctive striped shirt that was described by witnesses and that was readily apparent in the surveillance tapes from both the bar in Pieres County and the gas station in Federal Way. Antoine SENIOR went on to say that he went to the gas station and waited in line to buy ges and something to drink, He confirmed that he saw two girls looking at him so he went to talk to them. Antoine SENIOR stated that he talked to the driver of a Honda and offered to take her back to his place and cook her breakfast. Around noon on 10-16-10 detectives made contact with Antoine's brother Darren and his girlftiend, Victoria Gibson. They were asked by detectives to review still photographs that had been developed from the surveillance footage taken from the Thunder Chief tavem. They both identified the three, men that ‘were asked to leave by Puyallup Tribal police as Darren's brothers Antoine SENIOR, Alfonso Senior, and their cousin Swaggerty. According to Darren and Victoria, Alfonso Senior and Antoine were both at the apartment mentioned above at the time of their conversation with detectives. Both Darren and Victoria indicated Swaggerty arrived at that apartment earlier this morning, Both Alfonso Senior and Robert SWAGGERTY were arrested at that apartment, # 206 in building # 15 of the Cascade Ridge apartments. Detectives went back and conftonted Antoine SENIOR with the information they had obtained from his older brother Darren and Darren's gitlfriend Victoria. When confronted, Antoine SENIOR admitted that the men he was with were not “Josh” and “Sully,” but his brother Alfonso Senior and his cousin Robert. He also admitted they were at the Thunder Chief in Tacoma before going to the Chevron gas station in Federal Way where there was a verbal confrontation. Detective Clary and I interviewed Robert Swaggerty, cousin of Antoine and Alfonso. He was advised of his Miranda Rights and after waiving those rights agreed to give us a taped statement, He spent most of the next hour and half denying that he was at the bar and gas station, even after being shown a surveillance photo clearly proving that he was there, along with his two cousins. He maintained that he ‘was with his girlftiend Franisa Johnson from approximately 1700 hours on 10-15-10 until he returned to the Cascade Ridge apartment that he shares with his cousins. On 10-16-10 Detective Clary and I interviewed Franisa Johnson, She agreed to give us a written statement. Tt was apparent during that statement that she and Robert had possibly prepared a story for police, in ease they were questioned in regards to this murder and was not forth coming in her answers. Later on 10-16-10, after Swaggerty had been re-interviewed by Lieutenants Gordon and Robinson, he revealed that he had in fact been with Alfonso Senior and Antoine SENIOR at the bar in Tacoma and that they had words with the victim. He also stated that they had gone to the Chevron gas station in Federal ‘Way where they again became involved in yet another confrontation with the victim Webster and his friend Charles Bullock. He stated that there tad been a shooting and that his cousin Alfonso Senior had fired a gun at Webster and that he believed that Webster had died as a result of that gun shot. He went on to say that he had gone back to his girl friends apartment in Club Palisades in a vehicle driven by his cousin Antoine and also occupied by his other cousin Alfonso Senior. During the ride to Franis apartment he had asked Alfonso Senior why he had done it, Alfonso told him that he had been scared and panicked. He then stated that upon his arrival to Franisa’s apartment he had told her what had happened and that Alfonso Senior was the shooter. He stated that later in the moming on 10-16-10, when he had gone back to his apariment at Cascade Ridge, he asked Alfonso Senior what had happened to make him shoot, Senior told him that he wished that he hadn't done it, On 10-16-10 once again Detective Clary and I interviewed Franisa Johnson, When confronted with Swaggerty’s account of what had happened and that she had been told by him the events of that night, she admitted that she had known but was aftaid to (ell us, She gave us a taped statement in which she stated that Swaggerty had come home and was obviously upset, ‘They discussed what had happened including the fact that Alfonso Senior had shot Webster and that he was not sure why it happened, Detective Bassett met with Aime Hudson and showed her a photo montage in which a photograph of Alfonso Senior was included, Hudson positively identified Alfonso Senior as the male she saw shoot and kill Darrell Deon Webster on 10-16-10 in the parking lot of the Chevron gas station at 2125 SW 356" St, Federal Way Washington. Detective Bassett also mét with Charles Bullock and showed him a photo montage in which a photograph of Alfonso Senior was included, Charles Bullock positively identified Alfonso Senior as the male responsible for the shooting and death of his friend Darrell Deon’ Webster on 10-16-10 at 2125 SW 356" St, Federal Way, Washington, On 10-16-10 I prepared a search warrant for the apartment located at 1900 SW Campus Dr #15-206 which is leased by Antoine SENIOR and his brother Dartan Senior as well as for the gold Lexus driven by Antoine Senior on the evening of 10-15-10 through 10-16-10, During the search of the apartment a SKS assault rifle was located in the bedroom of Antoine SENIOR, ‘Along with rifle was a box of mm ammunition, This box contained both 9mm rounds with silver colored casings hollow point bullets as well as copper colored casing with full metal jackets. These bullets matched those found at the scene. On the ground in the parking lot detectives recovered a silver expended casing as well as copper colored unexpended round with a full metal jacket. Also locuted was an expended bullet, All of these items were submitted into evidence under this case number, ‘When conftonted with this information, Antoine SENIOR stated that he had been holding the rifle for a friend and the ammunition was old. Antoine SENIOR has several juvenile felony convictions including possession of a hand gun and a machine gun and assault on an officer, These convictions are fiom the State of New Jersey. Antoine SENIOR was also aware that a shooting had occurred on 10-16-10 at the Chevron gas station and should have been aware that his brother Alfonso Senior was responsible for that shooting, Antoine SENIOR took no actions to render aid to the victim Webster or contact police with the information that he had, Instead he fled the scene and removed the shooter from the scene. He also repeatedly lied to the police regarding his and Alfonso Senior's whercabouts after the shooting. ‘The search of the Lexus did not reveal any evidence. The gun used in this murder has not, as of this ‘writing, been recovered. Detectives Otto and Kim interviewed Alfonso Senior on 10-16-10. In addition, he repeatedly lied to officers about both his and his brother presence at the murder scene, his involvement in the confrontation and where they fled to after the murder. He continually changed his version of events when confronted with other evidence and never was forthcoming with officers, He also admitted that he was in possession of a rifle and ammunition that matched a bullet and shell casing that was found at the seene, Given his predilection for possessing firearms unlawfully and the assistance he'has provided to a murderer, he too is a significant danger to the community and a risk to interfere with the administration of justice.
