Any update on this. Just need some background on why we are building the fences where we're

I have reviewed the attached document and would like to get just one more question answered.

FYI: The Chief has tasked the FCB with providing messaging points to him. At this point I don't know
in what capacity the information will be used, but I believe some of it may be used for some type of
messaging to the troops.

The Chief was specific on two questions, one of which you all already answered. The second question
being "Background on the 70 mile fence project and the rational for its use". If you could provide us
this information, we would greatly appreciate it.
