I attended the 9:30 once I opened your message (9:45) and was hit up about the CCC. I didn’t have
anything other than the email chain. They asked if OBP ever revetted the operational value of the
project because they need to know before going to condemnation. We appraised the property at
$(b) negotiated all the way up to $(b) (4) and the owner countered at $(b) (4) They are ready to
either
(4) pull the trigger on condemnation or abandon the project. Supposedly, they tasked (b)
with communicating with EPT regarding the operational impact of building vs. not (6)building but
never heard anything back. I spoke to (b) after the meeting and he said that he had assigned it to
(b) but had not gotten anything back(6) from him on it. I have (b) talking with EPT as we speak.

Also, after the brief at the Hill on Wednesday, Giddens gave the go ahead to begin the ROE(C)
process Thursday morning. In coordination with this effort, they want to update the color coated
spreadsheet that (b) has been keeping and decide the process for this. I recommend establishing a
reporting mechanism(6) for Corps RE Specialists and BPAs for each interaction starting with the ROE(C)
process. These reports will be submitted to someone within the Corps ((b) (6) for update. I
don’t see why we should maintain the spreadsheets now that RE Specialists are involved. The only
issue that I can see would be that we would be dependant on Corps timelines for the most updated info
for briefings, etc. I believe the Corps will be tasked by Giddens with keeping it updated frequently for
this purpose.

I tee'd this up to OBP Thursday asking for a paper of why we need this particular piece of land based upon
operations and what will this do if we are unable to build our fence and other infrastructure here.

(b) (6) was looking for the latest update as to where we currently are with our dealings with the CCC.

(b) (6) issued a letter from OBP to the land owner as requested stating CBP/OBP acquisitionin intent of the
land. In short, it states for all intensive purposes, CBP/OBP is requesting to buy this land for the sole purpose of
securing the border. This letter was drafted Aug. 30th and (b) believes it was not to the land owner until about
Sept. 7th. At this time, no further updates. (6)

We can put together a map of the area, not a problem, depicting our fence, roads, and lights everywhere, but this 1
mile segment.

I have some info that I don't believe has changed much and I can summerize all of this. I can get any updates from
(b) (6) and (b) to bring all of this up to speed. I will put this together and have it for you Monday a m.

I need a background on the Columbus Cattly Company land acquisition issue Mon by 1100.

I will need background info, how much land, why we need to acquire the land even with the RR, detailed map
showing the land in question and the gap that not having this mile of fence creates, anything else to help frame up
the issue.
