The Role of Regional Governments and Local

Authorities

Thesis:

Local governments are formed via legislators, directives of the higher level in a literate
society where the regional governments are bonded under Moral Ground.

But the majority of the local governments around the world are formed via land lords, race,
religious leaders or tribal chiefs due to high illiteracy rate where the regional governments
are bonded under Emotional ground.

Therefore literacy is the media to determine the efficiency of the regional government and
local authorities to resolve issues at local and global level.

Literacy rates achieve global gender equity and resolve crisis.

If, the local and global crisis are more ,the literacy and gender equity rates are low and the
projection of global census reports are wrong without doubt .

Remember, all governments around the world are using Huge volume of money on census
report collection without proper methodology.
