Ethical Decision Making
Problem:
 The governor is responsible for balancing and re-balancing Colorado’s budget
depending on the revenue forecasts throughout the year. Based on the September
revenue forecast, there is an estimated budget shortfall between $200 and $400
million depending on the General Fund reserve. (HCPF, 2010)

Stakeholder:
 The Department has proposed a three week provider payment delay for providers in
order to rebalance the budget.

 The proposed payment delay for providers is three weeks. We will begin paying three
weeks after the submission of clean claims beginning in April 2011.
