PRE-QUALIFICATION REQUIREMENT FOR EVALUATION OF THE TENDERS

a) The annual Turnover of the tenderer during any of the preceding three financial
years should be at least Rs 15.79 Lakhs .
b) The intending tenderer shall furnish to the tender issuing authority proof of their
experience of satisfactorily completion of at least one job of similar nature of works
for a minimum value of Rupees 7.58 Lakhs executed in the last three preceding
financial years.
c) The similar nature of work is defined as ‘Rehabilitation/ Health
survey of cross-country petroleum pipeline.
d) The bidder submitting their offer, shall ensure that they are meeting the pre-
qualification criteria given in the NIT and attested copies of all the supporting
documents with regard to the same shall be submitted along with their offer. Their
offer shall be evaluated with respect to NIT criteria. In case of not meeting the pre-
qualification criteria, their offer shall be rejected. . No correspondence in this

The intending tenderers shall submit the attested copies of the following documents:
i) While applying for tender documents, prospective bidder shall furnish proof of their
experience supported with detailed work order with completion certificate.

ii) Audited / certified copy of Balance sheet including profit and loss statement as proof
of turnover for last three financial years should be submitted or in case assessment for
any particular year has not been completed, copy of the income tax return duly
acknowledged by Income Tax Department shall be furnished along with payment
certificate highest in latest 03 (three) financial years in Form- 16 (A).

iii) The tenderer ,except for Public/Private Limited companies, should have satisfactory
latest character certificate/ antecedent verification issued from the SP office of
respective district for all the partners/proprietors.

iv) The tenderer shall also submit an affidavit regarding their non-involvement in any
criminal case in past as well as at present.
v) Details of present commitments as on date, with progress in percentage.

(3) TERMS AND CONDITIONS

i) Tender without EMD is liable for rejection.

ii) Tender document is not transferable.
iii) Tenders may also be sent by post/courier to the office of tender issuing authority. However,
IOCL accepts no responsibility for any loss/delay/non-receipt of offers not submitted in person in
tender box. Offers received late/incomplete are liable for rejection.
iv) IOCL reserves the right to accept/reject any or all offers.
v) If the last date of receiving/opening of the tender coincides with a holiday, then the next
working day shall be the receiving/opening date.
vi) IOCL reserves the right to allow price preference to Central Government/Public sector
undertakings as admissible under the policy of Govt. of India from time to time.

vii) The tender documents should be sealed by sealing wax. The offers received in envelope
without proper sealing-by-sealing wax of each pasted face shall be liable for rejection.
viii) The tenderer shall keep his offer open for a period of not less than four months from the
date of opening of the tender as specified above.
ix) Any legal dispute shall be within the jurisdiction of local court at Begusarai.
