HELPO
is
implementing
energy
saving

program
with
the
support
of
USAID
/
SARI

ENERGY.
Under
this
program
we
constructed

many
biogas
units
within
the
Galle
and
those

biogas
units
are
function
well.
The
previous

constructed
biogas
units
were
provided
as

grant.

We
decided
to
change
the
program
from
this

month.
Now
people
know
about
the
benefits

and
effective
of
the
biogas.
Now
we
decided
to

construct
the
rest
of
other
two
biogas
units
under

loan
basis.
Many
of
people
request
biogas
units
and

they
would
like
to
get
it
under
loan
basis.
Through

this
fund
we
expect
to
establish
a
revolving
fund

and
through
that
fund
we
expect
to
construct
more

biogas
units
under
loan
basis.
HELPO
is
seeking
a

sustainable
biogas
program
now
because
people
can

get
major
benefits
from
the
biogas
and
they
know

that.
Even
we
needed
a
sustainable
program
that
is

why
we
decided
to
give
this
under
loan
basis.

Our
final
goal
is
toe
establish
a
strong
revolving

fund
and
construct
more
biogas
units
under
the

loan
basis.
Environment
fund
of
the
CBO
is

expanding
every
month
from
the
biogas
user’s

monthly
basis
fund.
This
is
a
newly
added
thing

for
the
program.
In
next
month
HELPO
wishes

to
conduct
more
awareness
program
and
start

the
constructions
of
two
biogas
units
under
loan

basis.

Under
this
way
we
could
able
to
overhead
our
project
target
because
we
decided
to

construct

community
biogas
units
and
that
is
already
completed
and
we
expect
to

reach
to
more
two
biogas
units
and
this
process
will
go
continue.

institution



Boaralasgamuwa
is
located
very
near
by

Colombo
City.
In
this
area
has
an
Army
camp

and
there
are
many
Army
officers
of
the
camp.

Since
last
few
years
the
amount
of
the
camp
has

been
increased.
On
the
other
hand
waste

generation
also
increased.
They
had
no
enough

space
to
dump
the
waste.
The
army
needed
a

quick
and
sustainable
solution
for
the
waste

problem.

Waste
Management
Authority
of
Western

Province
has
been
involved
to
this
problem
and

they
got
the
help
of
HELPO
to
implement
the

program.
We
introduced
a
biogas
unit
and

awareness
programs
for
the
Army
camp.
With

the
support
of
waste
management
authority
we

could
able
to
implement
a
full
waste

management
program
inside
of
the
army
camp.

At
the
moment
we
able
to
finish
the
biogas
unit

construction
work.
In
next
week
we
expect
to

conduct
awareness
programs
to
beneficiaries
of
the
camp.
Conducting
awareness

programs
are
very
essential
for
a
proper
program.
They
don’t
have
any
knowledge

about
the
biogas
and
its
function
process.

The
first
program
we
hope
to
conduct
is
about
the
value
and
benefits
of
the
biogas.

Through
this
we
explain
why
biogas
important
how
this
waste
effects
to
increase
the

Global
Warming
and
Climate
change.
How

waste
and
biogas
can
be
a
resource
for
the

people
are
main
topics
that
we
discuss
with

them.

The
second
program
is
about
Maintain
and

Management
of
biogas
unit.
This
is
a
technical

workshop
for
the
beneficiary.
Through
that
way

they
can
get
good
idea
about
how
they
should

implement
the
biogas
unit.
This
program
is
very

necessary
to
increase
capacity
of
them.

Hoarana
Base
Hospital



Horana
Base
Hospital
is
located
in
Kaluthara

District
and
one
of
main
hospitals
of
the
area.

More
than
thousands
of
people
are
coming
to

get
treatments
from
the
hospital.
The
hospital

is
middle
scale
hospital
and
hospital
had
to

face
a
waste
problem.
Hospital
didn’t
have

solution
and
they
handed
over
the
responsible

to
local
authority
and
that
process
didn’t
work

properly.

On
that
time
they
had
to
find
alternative

solution
for
waste
problem.
With
the
involvement
of
the
Office
of
the
Regional
Director

of
Health
Service
Kalthura
and
HELPO
able
to
find
a
sustainable
solution
to
the
waste

problem
that
is
conducting
waste
management
and
biogas
program
inside
of
the

hospital.

Now
major
construction
part
has
been
finished.

Within
few
weeks
later
we
can
start
the

conducting
awareness
programs
for
the
Hospital

Staff.
Conducting
waste
management
program
to

hospital
is
a
huge
challenge
because
they
are

working
with
Hazards
waste
mainly.
We
need
to

verify
there
is
not
hazards
waste
with
other
waste

and
waste
separation
should
be
very
properly

within
the
hospital
premises.

This

program
is
totally
funded
from
the
Government

because
now
government
has
been
realized
that

biogas
is
cost
effective
and
profitable
program.

Even
they
realize
that
institution
can
get
more

benefits
from
the
biogas
program.
Early

Government
had
different
idea
about
the
biogas

they
had
bad
and
negative
idea
about
the
biogas

and
its
benefits.
Now
their
attitude
and
policy
has

been
changed.

They
expect
to
promote
the
biogas

concept
to
other
places.
Early
they
had
no
good
and
proper
example
of
biogas
but
many

places
are
implementing
this
concept.

A
unique
Waste
Management
Program
to
Hill
Country
of
Sri
Lanka



Gampola
is
one
of
main
hill
country
area
of

the
country
and
this
is
rich
with
many

natural
resources.
Pure
water
and
natural

forests
are
few
of
natural
resources.
There
is
a

place
name
“Gangaihala
Koralaya”
and
with

the
support
of
Local
Authority
of
the

“Gangaihala
Koralaya”
HELPO
could
able

to
implement
another
biogas
program
in

mention
area.

The
local
authority
had
huge
dumping
yard

and
this
area
situated
near
to
the
pure
water
resource
area.
This
dumping
yard
was

huge
disaster
to
the
area
biodiversity
and
natural
water
resources
were
polluted
from

the
dumping
yard.
Local
authority
has
been

filled
the
dumping
yard
and
there
is
no
place

to
dump
more
waste
but
they
have
to
collect

the
waste
and
that
is
their
responsible.

On
that
time
local
authority
had
few
options
as

quick
solutions,
one
is
move
to
another
area

and
use
collect
waste
and
use
it
as
proper
way.

They
chosen
the
second
way
and
they
agreed

to
construct
the
biogas.
With
their
funding

HELPO
started
to
construction
of
the
biogas

unit
in
“Gangaihala
Koralaya”.

Now
all
constructions
are
finished
and
we

have
to
conduct
the
awareness
programs
to

the
local
authority
officers
and
relevant

people
of
the
field.
Now
they
can
solve
their

waste
problem
because
this
biogas
unit
is

sustainable
solution
to
their
waste
problem

and
through
this
they
can
get
biogas
for
the

daily
usage.
Now
environment
pollution
has

been
stopped
and
the
area
is
secure.
Now

they
expect
to
get
the
biogas
for
daily
needs

in
previous
time
the
waste
was
huge
disaster

for
them
but
they
have
alternative
energy
source
for
them.

Bio
Gas
Project,
Waste

valuable

The
Dehiwala
Mt.
Laviniya
city
area
in
Sri
Lanka

is
very
high
population
&
the
waste
was
a
much

big
challenge
for
them.
With
collaboration
of

Dehiwala
Municipal
Council
&
by
technical

support
of
HELPO,
community
Bio
Gas
unit

implemented
in
Dehiwala
“Badowita”area.
With

the
idea
to
find
a
sustainable
solution
for
the

waste
of
that
area
this
was
specialty
constructed

with
the
financial
support
CITYNET
Japan.

In
the
process
of
construction
the
Dehiwala

municipal
council
gave
us
a
valuable
support
by

giving
labour
free
of
cost
as
well
as
machineries

also.
Community
of
the
area
also
contributed
for

the
program
too.
In
present
time
we
have

finished
the
constructions
of
the
bio
gas
unit
&
it

has
designed
to
provide
gas
for
four
families
of

that
area.
As
we
have
done
some
awareness

program
before
the
construction
community
had

a
grate
intention
regarding
this
bio
gas
unit
as

they
didn’t
have
any
idea
earlier.

Now
we
are
planning
to
do
experience
exchange

programs
with
our
southern
part
community
to

convey
the
message
of
to
do
home
gardening
by

using
this
fertilizer
as
well
as
to
use
of
this
gas
as

energy
products
for
them.
As
this
unit
will

maintain
by
the
community
it
will
be
more

advantage
if
we
could
aware
them
much.

Further
more
we
are
designing
to
do

maintenance
&
management
training
programs

also
to
give
them
guidance
to
maintain
the
unit

in
proper
way
with
proper
garbage
inset
system.
We
hope
that
community
will
get
real

benefits
&
they
will
be
environmental
friendly
by
using
the
waste
in
proper
way
to

getting
advantages
from
this
bio
gas
unit.

new
turning
point
of
the
North
Province
Schools



Jaffna
District
is
newly
developing
district
of

the
Sri
Lanka.
This
newly
developing
district

and
this
was
really
suffering
from
30
years

war
and
they
need
to
develop
many
things.

But
during
the
last
30
years
they
lost
many

things.
The
Government
and
many
Local
and

International
Organization
are
implementing

many
development
programs
in
North
and

East
Districts.

With
the
development
people
forgot
about

the
natural
resources
of
the
area.
Majority
of
the

district
are
using
fire
wood
as
energy
source.
Jaffna

one
family
uses
firewood
nearly
100
KG
per
month

and
the
cost
is
Rs.1750.00.
Annually
they
burn
1200

KG
that
is
huge
environment
disaster
and
annually

they
expend
Rs.21,
000.00.
They
don’t
have
any

alternative
solution
as
an
energy
source.
Daily
most

of
people
always
expect
outside
support
always
and

they
have
dependency
mentality
and
the
war
was

one
bad
effect
for
this
result.
Even
one
family
has
many
cattle
and
they
collect
dairy

from
the
cattle
and
they
use
firewood
to
boil
the
dairy.

HELPO
could
able
to
implement
model

program
in
Muthu
Thambi
School
Jaffna

with
the
support
of
UNDP
Jaffna
Office.

Through
this
program
we
construct
biogas

unit
inside
of
the
School
and
stop
the
fire

wood
using
of
the
school
because
one
week

they
spent
much
firewood.
The
next
phase
is

to
expand
the
program
to
many
places
of
the

Jaffna
as
a
sustainable
energy
source.
Most
of

Schools
are
providing
the
meals
to
the

students.
We
have
constructed
the
biogas

unit
and
expect
to
conduct
the
awareness
programs
to
the
school
children,
teachers
and

parents.

Monaragala
Prison
Biogas

This
prison
won
the
productivity
award
because
everything
is

well
organized.
The
prison
had
a
problem
of
waste
and
fire

wood
because
they
used
fire
wood
as
an
energy
source.
They

needed
a
sustainable
solution
to
waste
problem.
With
the

support
of
UNEP
/
NCPC
and
HELPO
implemented
biogas

program
with
using
the
outside
agriculture
waste.

Now
the
waste
became
a

resource
for
them.
The

firewood
usage
stopped

now
and
prison
has
been

from

the
cost
for
energy.

The
impact

the
program
is
huge
because

government
institutions

a
fault
technology
and
can’t
implement
proper

Panadura
Hospital
Biogas

“Panadura
is
the
most
populated
city
of
the

“Kaluthara
District”
the
population
amount
is

163,492.
–
(Population
by
D.S.
Division
and
sex,

Census
2001)
this
city
is
closed
to
Colombo
and

many
people
live
in
here
and
this
commercial
area.

The
city
has
been
spread
out
within
44
sq
km.

Hospital
was
suffering
from
a
huge
waste
problem.

The
hospital
has
very
little
space
and
that
is
not

enough
for
dumping
the
waste.
Some
patients
were
badly
affected
by
waste
and
the

hospital
had
to
expend
much
money
for
the
medicine
too.
The
hospital
was
not
a

proper
place
for
the
patients
and
for
the
environment
too.
With
the
support
of
AISA

ONLUS
and
HELPO
implemented
biogas
program
and
waste
management
program

inside
of
the
hospital.
Now
hospital
could
able
to
save
Rs.25,
000
from
reducing
the
LP

Gas.
Now
waste
is
a
resource
for
them.




09
New experiment of Biogas Technology

HELP-O has enough experience about constructing

biogas units in various sizes and various places.
Many people don’t have enough space to construct
biogas unit and they needed simple and effective
unit for house hold level. The main thing was that
should be portable one and low cost.
Past few years we had done many experiments but
that was not 100% successful because we needed to
construct portable biogas unit for the house hold
level. With the support of UNDP / SGP / GEF Program we could able to make a
portable biogas unit in “Sahana Resturant”. The capacity of the biogas unit is 6m3 and
they use the biogas now.
The can use the biogas more than 02 hours day.
They have involved to this as experiment level and
that was success. The restaurant has converted an
environment friendly energy source. HELP-O
expects to introduce this portable biogas unit for
other places because easy to install and cost is low.
We have many requests for the domestic biogas
units so in nearly we introduce this to them.

HELP-O People’s Movement Programs

HELPO
people’s
movement
is
implementing
financial
&
other
social
service
programs

for
the
betterment
of
the
grass
root
level
community
of
the
society.
We
have
established

Community
Base
Organizations
in
village
level
through
fully
participatory
process
by

giving
leadership
to
village
community.
In
every
week
they
conduct
their
group

meetings
&
do
their
regular
savings
on
this
time.
The
financial
needs
of
them
also
being

discussed
in
this
time
&
they
get
medium
size
of
loans
to
develop
their
life
situations
as

well
as
their
self
employments
also.

From
here
we
going
to
tell
you
about
the
programs
which
were
the
activities
done
in

month
of
November
2010
with
the
active
participation
of
the
grass
root
level

community.
This
is
one
of
platform
for
the
people
who
don’t
have
a
platform
to
discuss

about
their
problems
and
through
this
community
platform
people
could
able
to
get
the

leadership
and
contribute
their
skills
and
strength
to
their
families.

People’s

Movement
is
designed
specially
with
the

hope
to
provide
financial
&
other
social

facilities
for
urban
&
rural
areas
in
the

country
especially
in
Southern
part
of
the

country.

Community
of
these
all
who
are
the
members

of
people’s
movement
now
have
a
strong

net
work
among
the
villages
as
well
as
with

in
all
the
branches
of
the
movement
also.
Now
all
of
them
are
taking
part
of
the
social

works
&
through
this
people’s
movement
they
are
taking
advantages
to
get
medium

size
of
loans
for
their
financial
needs
also.
98%
of
the
membership
is
women
now
they

came
out
from
the
kitchen
they
get
the
responsible
to

uplift
their
family.
The
people’s
movement
was
a
good

platform
for
the
people
who
didn’t
have
voice
and

platform.
Through
this
they
could
able
to
develop

their
skills
and
presently
too.


Through
this
net
work
especially
women
are
empower

take
leadership
in
their
villages
to
help
each
other
&
to

organize
themselves
for
the
purpose
of
development

towards
the
success.
Now
they
don’t
want
to
go
the
local
money
lender
because
they

can
find
financial
support
very
easy
way
through
the
people
movement
branch.
In
this

way
now
they
have
build
themselves
strongly
to
face
financial
&
non
financial

situations
in
friendly
way
alone
with
their
people’s
movement



The Financial support for the community


With
in
the
month
of
November
we
have
done
loan
inspection
for
Kalupe,
Malawanna,

&
Eththiligoda
branches
&
all
financial
requests
were
selected
firstly
through
the
group

&
branch
discussions
of
their
village
organizations.
The
loan
inspections
has
done
for

all
requirements
&
then
we
have
finalize
20
beneficiaries
to
disburse
Rs.500,000.00

among
them
for
various
purposes
such
as
fish
selling,
retail
business,
sewing,
etc.



These
people
get
medium
size
of
loans
from
Rs.10,
000.00
to
Rs.35,
000.00
in
this
time
as

per
their
paying
capacity
as
well
as
business
needs
&
etc.
Through
the
financial

assistance
of
National
Development
Trust
Fund
(NDTF)
HELPO
People’s
movement
is

going
to
disburse
this
loan
for
the
community
with
in
the
month
of
December.

for
the
Homeless
People
of
Galle
….



Sri
Lankan
grass
root
level
people
are
suffering

without
shelter
and
the
possibility
to
get
a
loan

from
a
bank
is
very
difficulty.
We
were
looking

a
sustainable
solution
for
the
problem
on
that

time
ACHR
Thailand
ACCA
Program
“300
city

development
concepts”
started
to
implement
for

Asian
Countries.
People’s
Movement
got
an

opportunity
to
involve
this
program
in
large

scale.


The
program
is

integrated
program
with
People’s
movement,

Sewanatha
&
Galle
Municipal
Council
with
the
idea
of

to
develop
low
income
settlements
in
Galle
Municipal

area
&
remove
all
slums
from
Galle
city,
through

providing
them
many
financial
&
other
facilities.

People’s
Movement,
Sewanatha,
CLAPNET
&
Galle

Municipal
Council
have
designed
a
city
development

committee
already
to
approve
&
discuss
the
main
items

on
this
program.

The
project
has
designed
to
improve
the
living
condition
of
all
the
grass
root
level

community
&
the
main
objective
of
the
program
are

for

the
SWOT
analyzing
process
we
asses
the
community
abilities
to
reach
these

objectives
with
in
these
20112015
time
period
&
made
the
strategy
plan
for
year
wise
as

per
the
objectives.
The
Sewanatha
officers,
HELPO
MF
officers,
People’s
movement

leaders
as
well
as
other
village
community
members
participated
for
that
program.

On
the
month
of
October
2010
five
leaders
of
our
village
branches
got
the
opportunity

to
participate
in
a
training
program
of
Clap
Net
in
Colombo.
All
the
village
leaders

were
much
happy
about
the
program
&
they
said
that
they
were
much
furnished
about

the
community
development
methodology
through
that
program.


Especially
they
were
furnished
in
below
areas
such
as

approach
for
community
works

¾ Important
of
Communication
&
network
each
other

¾ Community
sustainable
development
&
mobilization
tools

¾ Rule’s
&
responsibilities
of
good
trainer,
community
worker

They
able
to
improve
their

they
are
working
voluntary

community
it

a
great

opportunity
for
them.
Furthermore
they
explain
on
every
monthly
people’s
movement

meetings
they
are
expecting
to
share
their
knowledge
with
other
community

Priyangani
is
the
treasure
of
Pubudu

Group
of
Walawwaththa
branch
from
year
2007
as
well

as
she
is
mother
of
three
children.
From
many
time
she

had
the
idea
of
to
build
an
own
house
for
them
&
now

is
very
happy
as
she
could
able
to
come
her
dream
true

through
this
Small
group
concept.
Now
she
is
paying

her
second
loan
of
Rs.50,
000.00
in
monthly
basis
&
up

to
now
she
has
Rs.15,
000.00
in
her
savings
books.
After

analyzing
her
repayment
capacity,
attendance
to
meetings
as
well
as
other
things
her

group
&
Walawwaththa
other
members
recommended
her
loan,
though
she
didn’t

obtain
for
other
medium
size
loans
earlier.

Specialty
of
this
loan
is
that
this
loan
has
disbursed
alone
with
the
Walawwaththa

People’s
branch
&
this
is
the
5th
loan
which
has
disbursed
for
housing
needs
from
their

branch.
Now
the
branch
is
reaching
sustainability
in
this
way
as
they
have
financial

ability
from
their
member’s
savings
also.
Further
more
she
expressed
the
idea
that
she

love
this
people’s
movement
for
ever
&
try
to
give
contribution
for
all
needs
of
the

movement
as
it
provide
assistance
for
the
members
financial
&
other
needs
also.

India.
This

a

develop

skills

Makuluwa
is
a
village
situated
near
the

Galle
City
Municipal
area.
Most
of
the

community
in
that
village
area
doesn’t

have
much
good
financial
situation
as

they
are
depend
only
day
today
work

specially
fishing,
Selling
Vegetables
&

other
retail
business.


With
the
great
idea
to
give
them
a
helping

hand
for
their
needs
our
People’s

movement
branch
has
established
with
in

this
month,
by
giving
the
leadership
for

village
community.
The
specialty

this
Makulawa
branch
is
all
the
members

from

Muslim
community.
