Box 488 Litchfield, Connecticut 06759 Re AT&T Proposed Wireless Telecommunications Tower Facility 17 Warren Road Washington, Connecticut Dear First Selectmen: We are writing to you on behalf of our client, New Cingular Wireless PCS, LLC (“AT&T”), with respect to the above captioned matter involving a proposed wireless telecommunications tower facility to be located at 17 Warren Road in the Town of Washington. As you know from past tower siting projects, jurisdiction over cellular tower facilities rests exclusively with the State of Connecticut Siting Council pursuant to Sections 16-50i and x of the Connecticut General Statutes. Section 16-501(¢) of the Connecticut General Statutes does nevertheless require that ATS consult with any municipality within 2,500 feet of a proposed tower prior to formally filing an application with the State Siting Council. Indeed, local consultation is intended to give a municipality an opportunity to provide a prospective applicant with any recommendations or preferences it may have prior to the actual filing of an application with the Siting Council ‘The purpose of this letter is to commence the consultation process for this particular AT&T proposed facility. The proposed AT&T tower site is to be located on a 13 plus acre parcel of property in the Woodville section of the Towns of Washington and Warren, The proposed site i also in proximity to the municipal boundary line for the Town of Litchfield. A detailed November 22, 2010 Page 2 Technical Report is enclosed which includes information on the need for this proposed tower, alternative sites and many of the environmental effects of the project as identified at this time. Of note, this particular area of the State has been the subject of several past tower siting efforts which date back over the course of the past decade, Wireless services are known to be unreliable for residents, visitors and the traveling public along significant portions of Litchfield Tumpike (U.S. Route 202), Warren Road (State Highway 341), north on Lake Road (State Highway 45) along with many other local roads, homes, a private school and other places of public assembly. This particular AT&T tower facility is intended to address these deficiencies in Washington and Warren and work in conjunction with existing tower sites to the northeast in Litchfield and southwest in Washington, AT&T would appreciate the opportunity to meet with you to review the enclosed Technical Report and will follow this letter with a call to schedule such a meeting. Additionally, we would like to coordinate a visual test on notice to the public now that the leaves are off the trees. As such, we would appreciate your earliest input on dates and times that you feel would be convenient for such a test sometime around the second week of December so that we may notice the public and schedule the test with AT&T's consultant, VHB. Thereafter, we will share a full visual report with you that details quantitative and qualitative areas of visibility of the tower proposal beyond that of the preliminary viewshed map which is included in the Technical Report. Additionally, should you wish to conduct a public meeting about the AT&T proposal in your community, we would appreciate it if any such meeting were scheduled for some time after the visual test is completed. Indeed, given the significant holidays upcoming, we would anticipate that such a public meeting, if desired, should take place after the first of the year sometime in January 2011. Additionally, given the time of year, we anticipate the consuitation process will take slightly more than 60 days and will coordinate with you and our client accordingly to the extent additional time is reasonably necessary to facilitate the consultation process prior to the filing of any Siting Council application, Thank you for your consideration of this letter and its enclosures and we look forward to meeting with you. AT&T’s FCC license requires it to complete the construction and build out of its wireless network in its federally licensed service areas, which includes the Towns of Washington, Warren and Litchfield. As noted in Section 1 of this Technical Report, AT&T has determined that significant gaps in reliable service exist in the northern portions of Washington and the southern portions of Warren, The area where service improvements are required consists largely along U.S. Route 202, State Highways 341 and 45 and surrounding areas for those residents and visitors to this area of the State. In order to provide its services in this area, AT&T plans on extending an existing Verizon tower facility located at 6 Mountain Road in the Town of Washington and constructing a new tower facility near the Town of Warren, Washington and Litchfield municipal boundaries. ‘The area where a new tower facility is required to serve the public has been the subject of ‘numerous tower site searches by AT&T, SBA, Verizon and other companies, Included in Section 2 of this of this Technical Report is a list of the properties most recently analyzed by AT&T along with prior tower site search reports by: (1) AT&T from its municipal consultations dating back to 2002; and (2) SBA from a withdrawn Siting Council application filed in 2009, AT&T's most recent investigation of sites in this area of the State resulted in one preferred location for the construction and operation of a wireless communications facility needed to provide its services to residents and visitors to these areas of Washington and Warren. The site location is 17 Warren Road in the Town of Washington and consists of an approximately 13.64 acre parcel of property owned by Alfred H. Stevens. The details of AT&T's proposed Facility are included in Section 3 of this Technical Report and current environmental information is included in Sections 4. SECTION 1 Statement of Need The proposed tower site will provide wireless communications service in of the northem portion of the Town of Washington and the southem portion of the Town of Warren. Coverage objectives include, but are not limited to, U.S. Route 202, State Highways 341! and 45 and residential dwellings, a private school and other land uses in the surrounding area. The proposed tower is required by AT&T in conjunction with other existing and planned facilities as more fully set forth in the coverage analyses which follow. Specifically, attached are three coverage plots which depict 1) AT&T's existing coverage in the area; 2) AT&T's proposed coverage from the proposed expansion of the existing Verizon tower site (AT&T SR 2245) and this tower project (AT&T SR 2354); and 3) AT&T's existing and proposed coverage along with potential coverage from a tower in Washington Depot and other potential sites further to the south. Additional information concerning surrounding tower sites is listed in the attached “Existi Tower/Cell Site Listing.” * Please note, in the Town of Washington, Route 341 is also known as Warren Road and in the Town of Warren, Route 341 is also known as Woodville Road. For purposes of clarity Route 341 will be used throughout.
