As the Asian Para Games held in Guangzhou for two weeks from 12th Dec, 2010, featuring
more than 2,500 athletes from 41 Asian countries and regions competing in 19 sports closed
‘on 19thDec,2010,quite naturally, this leads the ACC and our member NFs to re-think about the
governance/administration of one of our important cycling disciplines.
‘As you know, official signing of the contract to transfer the governance of Para-cycling from the
International Para-Olympic Committee (IPC) to the UCI took place on 7Feb, 2007 between
the UCI and IPC President. This in turn made the UCI /ACC having issued an instruction to all
members NF to integrate Para-cycling within their NF. Looking back into the past 3-4 years
since its instruction for the integration, frankly speaking, we may by no means be satisfied
with the process of its integration within the NF, especially at the level of the ACC and NF. The
UCT has been more or less successful with its transfer of Para-cycling into the UCI itself, whilst
the integrations at the ACC and NF have been seen as less practical and successful.
‘As you are aware, a few NF have well integrated it within them, but the rest have not, except
for when they give their consents on the riders’ application for entries to the World Para~
cycling Championships, Para-cycling World Cups and/or the Para-Olympics submitted by what
is called “the Para-cycling Federations” of their corresponding countries, which have practically
administered governance over Para-cycling affaires in their countries, apart from our NF. Even
for the Asian Para-Games, the Asian Paralympic Committee (APC) was in full governance and
administration of Para-cycling. It has been a reality still both at the ACC and NF, most
regrettable though.
In an effort to convert the current situation regarding Para-cycling, stressing again that all NF
should exert more effort to integrate Para-cycling more effectively within their NF at an earliest
convenience, the ACC would like to know what situation/difficulty each of our member NF has
been facing with its integration of Para-cycling within it, and how to improve its integration
process better than now. Please answer to the ACC with your information on the
aforementioned questions No Later Than 10"Jan, 2011.
