BAN ON TOBACCO ADS BY THE

GOVERNMENT OF INDIA
Introduction
 The Government of India shockingly announced that it plans to release a bill which will
ban Tobacco Companies from advertising their products and sponsoring sports and
cultural events.

 GOI’s objective was to suppress the temptation of smoking in adolescents and to launch
an anti-Tobacco program.

 This announcement was severely criticised as the Government’s powers of achieving the
objective were doubted.

 This stand which had been taken by the Government involved the tussle between the
ethical and commercial considerations.

 Tobacco is one of the most dangerous consumer products and from the ethical view, the
Government’s move to discourage the habit was a wise one.

 On the contrary, the tobacco industry had contributed `8000 crores in excise duty to the
State Exchequer in the year 2000-01.
Government’s Approach: Ethical or Commercial?

 Government should follow mixed method i.e. ethical as well as


commercial.
 People are not really influenced by the ads or the movies, but
they smoke in fashion and end up in coffin.
 Government has some responsibilities i.e. ethical and some
commercial i.e. goals.
Should the government interfere in matters of
personal choice?
 Personal choice has not been interfered with
by the government.
 This step taken by the government should be
seen as a responsible one.
 The WHO has estimated that tobacco
consumption will be responsible for 8.4
million deaths in 2020 and 10 million in
2030.
 Cigarettes can cause over 60 types of cancer.

 Like rights and duties come one on one,


similarly option and choice come one on
one.
Is the objective achievable?

 Just banning ads will not make the objective achievable.

 Awareness seminars and classes by government strictly from


school level.
 Like alcohol, tobacco should be sold in licensed shops with
stringent rules.
