Constitution does not extend 0 criminal conductor criminal associations; and WHEREAS, the Legislature finds that the Tervtory as_a compeling interest in preventing iminal street gang activites and eutbing the present and growing danger posed by the proliferation of cciminal steet gangs; and WHEREAS, the Legislature finds that adequately addressing the socal ils ating directly from cimiual suet gangs isa political, legal and moral responsibilty ofthe Government owed to al ofits citizens, and WHEREAS, the Legislature finds that this responsibilty cannot be satisfied without meaningful financial investments into public and private exime and gong prevention programs; and WHEREAS, it is the inent of the Legislature to outlaw ctiminal sueet gongs and their associates: and WHEREAS, itis the intent of the Legislature to set forth severe penalties for persons by providing harsh: penalties for persons who have engaged in gang activities, while investing in inal steet gang, activities; meaningful preventive and intervention programs designed to help curd and WHEREAS, itis not te tent ofthis Act to interfere with the exercise ofthe constitutionally protected rights of feedom of expression and association of any citizen; and WHEREAS, this Act does not criminalize mere association with criminal suet. gangs, bat associations made wit the intent to futher ciminel street gang activities: Now, Therefore, Be it enacted by the Legislature ofthe Virgin Islands: SECTION 1. ‘Tite 14 Virgin Islands Code is amended by sing chapter 124 to read as follows “Chapter 124.
