All selection is on merit. ‘and gender balance, and applies it or screen for information in ‘Organizational Context Tn 2009, UNDP entered into a five year partnership (2009-2013) with IKEA Social Initiative to launch an integrated project on women’s empowerment. Titled, “Strengthening Women's Social, Economic and PoliticalEmpowerment in Jaunpur, Mirzapur and Sant Ravidas Nagar of Uttar Pradesh” the project operates in 500 villages of Jaunpur, Mirzapur and Sant Ravidas Nagar of Uttar Pradesh and has anenvisaged outreach of 50,000 rural women. UNDP houses this project within a rights based framework with an immediate objective of ensuring that project women secure enhanced income levels and effectively participate and contribute to decision making in domestic and public spheres by 2013. To this end, the project is expected to execute a basket of strategies, primarily including (i) broadening the process of social mobilization to cover 50,000 women organized in 4000 self-help groups, further grouped at cluster and federation levels (i) expand economic opportunities and choices that lead to sustainable increase in women's household incomes and enable them to play an enhanced role in the economic sphere and (ii) enhancing political participation and al empowerment project in Uttar Tepresentation of women so that they contribute effectively in local decision-making and demand quality public services (iv) raise legal awareness of elected women representatives and SHG leaders. To overcome economic impediments in the area such as high poverty levels, depleting livelihood options, out migration, skewed literacy rates and poor asset access by women's, one of the critical focus areas planned under this project include economic empowerment of women, The overall aim of which is to ensure that ‘Economic enterprises of women are established and/or strengthened for enhanced household income by 2013. Value chain assessments undertaken by the project reveal promising opportunitiesfor women in the livestock sector. especially dairy, poultry and goat rearing as also in vegetable cultivation and floriculture within agriculture. Based on feasibility assessments, the dairy value chain proposes to cover 12,000 women from 1200 groups, spread across 160 to 200 villages over a three year period. A supply chain comprising collection centers, bulk milk chilling centers are expected to link women to the state milk grid. The women are expected to eventually run and manage the dairy enterprise themselves through a producer company and by the third year, are expected to bring 24,000 liters of chilled milk per day to the market. Similar value chains will be developed / strengthened in the context of poultry, goat rearing, vegetable cultivation and floriculture. To improve the generation of livestock and agriculture based livelihoods and to align current value chains in favor of women producers, UNDP intends to hire the services of a highly qualified Consultant to put in place and roll out a strategy that is expected to impact the hoods of over 15,000 women primary producers, Functions /Key Results Expected Strategy formulation and roll out (March— April 2011, Undertake roll out of focused strategies to ensureimproved capacities of women to participate in livestockin general and dairy in particular through ‘+ Improve institutional mechanisms wherein women can run and manage producer enterprises Improved access to markets Improved utilization of innovations that enhance market opportunities Improved value addition in input and output marketing chains and Improved contribution of women to livestock and agri based economies Link strategy to establishment and operationalization of beneficial partnerships and cost sharing mechanism wherein benefits can be utilized from select schemes/ programmesof the state departments and national governments. ‘Technical Backstopping (Throughout the year) Provide strategic support in establishing dairy and other livestock/agri based enterprise Develop and stabilize productivity enhancement plans. Ensure synergy within supply chains including planning and roll out of backward and forward linkages Ensure compliances to quality standards and management standards required to sell at par with sector/market requirements ‘Capacitydevelopment of partnerships (May - October 2011) Facilitate need based capacity trainings oflocal NGO's and allied government partners who will be engaged in livestock and agri value chains. Support the project in detailing ad evaluating the capacity development activities undertaken by technical resource agencies mandated to equip 15,000 women producers into livestock and agri based businesses. Support techno-managerial capacity of primary producers to run and manage their livestock and agri based enterprises themselves including enhancing their business planning, supply chain management and quality management skills Liaison and Partnership Development (March— June 2011 To liaise with the District Units, Parag and other agencies associated with the Livestock programme directly or indirectly. To identify and liase with nodal agencies/district units associated with agri based programmes. To establish linkages with potential service providers and business agents to build the equitable ancillarisation systems around the big value chains supported. To establish linkages with livestock and agriculture departments and nodal agencies such as NDDB, Dairy Cooperatives, Mandi Board, Poultry Guilds at the state and national level to ensure best buy in to the activities and for marketing linkages Producer Company Related: (May 2010-February 2012) Formation of atleast two Producer Companies/ Cooperatives one engaged with the dairy value chains and another within the livestock and agriculture sector. Development of strategic plan for establishing the supply chains withinthe producer company Provide guidance to techni Producer company Establish long term market linkages for the producer company Ensure that the supply system works efficiently and in compliance to quality and management norms | agencies mandated to train office bearersof the Educational Qu: ns: Post graduation in Animal Sciences/ Agriculture economics Experience:- 8-10 years of experience in management of livestock and agri related programmes Past work experience in setting up and managing producer lead institutions in livestock and agriculture sector
