NANA , - Ah! bi lah h leh hhh hla Food Corporation of India, Andhra Pradesh Inter-state and intrastate movement of foodgrains takes place to meet the requirements of deficit areas. The major share of the movement of foodgrains is undertaken by the railways. Intra-state movement takes place within Andhra Pradesh to deficit districts. Intrastate anovement can further be classified into the first movement and the second movement. After rice/paddy is procured from millers and farmers, it is moved to other depots usually in the same district and this constitutes the first movement. The second movement of rice takes place when the commodity is transported from the depots of one district to either depots of other districts or depots in the same district. It is generally true that all the quantity of rice procured is subject to these two types of movements. The regional office of FCI, Hyderabad, prepares a monthly transportation plan which gives the quantity of rice to be transported to other districts. This plan is prepared after taking into account the supply and demand patterns, volume of procurement, and storage facilities at various depots in the despatching and receiving districts. The district managers of FCI receive this monthly plan and execute it by making appropriate indents of railway wagons and taking care of all logistics involved. The transportation cell of the regional office of the FCI prepares this monthly plan. Exhibit 1 shows the specimen of the monthly plan corresponding to May 1989. The person in charge of the ‘transportation cell has close liaison with the railways to ensure that the plan prepared is feasible in terms of the availability of railway wagons, trains, etc. Exhibit 2 gives transportation (railway freight per quintal) cost matrix which was in effect in May 1989. Despatches to Karimnagar are to be made by road since railway connection to Karimnagar is not available. Itis desired to find the optimal pattem of rice movement to meet the demands of the districts with minimum cost.
