Dear Mr. Hartzman:
This letter is to follow-up on the requests that you have made related to the City’s financial
condition. As you are aware, last September, members of my staff met with you to discuss in
great detail how the City’s budget and Comprehensive Annual Report are constructed in order to
facilitate you in your research and analysis about the City’s fiseal condition. Subsequently, on
January 24, 2011 and February 4, 2011, you requested and received additional information from
my staff in repsonse to follow-up questions.
Please be advised that according to the North Carolina law that governs public information
requests, you can obtain documents that have been produced by staff but any analysis of those
documents should be conducted by the requestor unless it is an analysis that the City already
produces. To that end, we will respond to any future requests that ask for specific information
that has already been produced by staff. Thank you for understanding.
