Introduction

Background

Construction is one of the most dangerous industries. The safety records of construction
sites are poor. Safety issue is the most important throughout the construction industry.
Usually, the contractor have to do the bidding price for engineering contract in order to gain
profits and avoid losses, economic investment in site safety becomes the first reduction.
Thereby there will be a gap between seriouslly insufficient funds for safety and the necessary
safety input. There are 4 constrainned factors which include management, people, material
and circumstance. Acording to statistic, safety accident in construction project accounted for
70% of the total accidents. For example, scholars estimated that in mainland, China, 3000
builders die from work related accidents every year and in America, fatal construction
accidents take up 19.5% af all national fatal accidents.

Statement of the problem

The cause of safety accidents can be happen when the workers have unsafe behaviour, the
material’s unsafe situation, over staffing or lack of staff, improper combination of
responsibility. Serious lack of skilled workers and the disorder inflow of peasant workers
result in employee’s low quality and poor safety awareness, which decreased management
level, poor management forces and lagged safety education will surely bring hidden danger.
Therefore, inorder to improve the construction site safety, attension and commitment from
all parties involved are required and suggestion on how to strenghten on site safety
management.

Objective of the report

1. To define the responsibility of each party involved in construction project


2. To list down the construction safety rules in order to minimize the accidents during
construction.
3. To strengthen on site safety management
4. To allocated rationally the responsibilities of security management among individual
responsibility agents.
