House Committee on Justice is endorsing to plenary for the affirmation by the Ho
use of Representatives of the impeachment complaints against Ombudsman Mercedita
s Gutierrez found to have probable cause following a vote Tuesday. The House is
expected to vote in plenary on whether to send it to the Senate or reject the co
mplaints on March 15 or 16. Chairman Niel Tupas, Jr., (2nd from right upper inse
