The below observations are following a review of the District monthly reports of January, February and
March 2021. Each month’s observations are listed separately.
February- reports received on 24 March 2021. The 022" District was received on 04 May 2021.
Three districts (001, 004 and 005) did not document whether or not there were any lost, damaged or
stolen BWCs in the month of February. AMC #265051 (JE-143951) was retrieved reporting one lost
BWC in the 001" District. Twenty districts had the required number of videos viewed by WOL. Units
not in full compliance for viewing: 005 and 025. The 004th District met the video reviewed requirement,
however reviewed multiple BWCs footage over the course of 14 days rather than each tour. Five
districts reported officers’ failure to state their intent to record (002, 008, 009, 019 and 022). Three
districts (002, 014 and 019) reported officers having late or early activation. One district (018) reported
two officers lacking BWC usage. Officers not in compliance were addressed and reviewed the BWC
policy with WOL. The 025th District submitted two CPD-21.131 forms for 3Td Watch.

Three districts (002 and 008 and 022) reported incidents of officers failing to state their intent to record.
Two districts (011 and 015) reported officers with unacceptable BWC usage. Members not in
compliance were either addressed and reviewed the policy with the WOL. The 008th District submitted a
BWC report (CPD-21.131) for each WOL instead of one per watch. The BWC reports for the 002nd and
003rd District were submitted by Sergeants.
Further issues for discussion/Recommendation:
Units should be reminded that visiting WOLs are required to review BWC during their tour.
Unit Commanders should ensure whether or not missing, lost, or damaged BWCs are accurately
documented in the report.
If a unit submits a CPD-21.131 form from 4th Watch, could that be counted towards BWC footage
watched?
Who will be responsible for submitting a BWC report for those units without an Executive
Officer? This information should be noted in the directives.
