To accomplish that, we are investing millions — nearly $91 million in 2006 alone — to
fund initiatives that strengthen the communities where we work. We are helping our
suppliers and contractors grow their businesses, thereby fostering local economic
development. And we are reaching out to community groups, partnering with them on
projects that range from building vocational training centers to combating HIV/AIDS to
helping communities rebuild in the aftermath of natural disasters.
Our community engagement programs around the globe focus on a few critical areas.
These include building capacity to support basic human needs, education and training,
and business development.
Supporting people in getting access to basic human needs, such as health care and safe
shelter, are essential steps in the effort to combat poverty and generate long-term
economic development. Chevron has helped communities around the world meet these
needs in a variety of ways, from operating a riverboat clinic in Nigeria to helping rebuild
homes in the aftermath of disaster.
We committed $10 million over three years to help rebuild the devastated regions of
South Asia after the 2004 tsunami.
Communities prosper when people have the ability to help themselves and they are
supported by an environment that enables them to pursue their ambitions.
Education and training are central to building this capacity and sustaining long-term
economic development. We focus our investments on school- and work-based vocational
and technical programs. As part of our efforts, we sponsor reading, science and math
classes, and we help train teachers.
Chevron and the partnership have reached 46 schools and communities since 2003,
including learning center projects in Venezuela, South Africa and Angola. The learning
centers serve more than 53,000 students and teachers and about 160,000 others.
In June 2006, Chevron launched Energy for Learning, a three-year, $18 million initiative
to support public school education in 23 Louisiana and Mississippi school districts
affected by Hurricanes Katrina and Rita.
With the help of education officials in both states and in partnership with local nonprofit
organizations, we are providing teacher development programs, and we are providing
schools with academic materials, science lab equipment and computers.
Small- and medium-size businesses are the engines that drive economic growth. Helping
develop these businesses contributes to the overall development and prosperity of the
communities where we work. We help lift entrepreneurs by offering business
development services, we support business incubator programs, and we provide access to
credit and markets. We also back local business development centers and enterprise
zones.
Our business development programs span the globe. In the North Caspian area, Chevron
and CitiGroup Corporation established a business incubator. The Atyrau Pilot
Microcredit Center in Kazakhstan gives entrepreneurs without collateral from $100 to
$500 to get businesses started. Since the Chevron Small and Medium Enterprise Program
began, the center has distributed $1.3 million and created 514 jobs.
In Indonesia, P.T. Chevron Pacific Indonesia created a loan program for small business
vendors. More than 600 small local businesses and cooperatives have participated in
company workshops.
These and our many other partnerships reflect our commitment to all of our stakeholders
— investors, customers, host governments, local communities and employees.
Building Relationships
Partnerships have made us stronger and more competitive as a company. At the same
time, partnership with local communities and civil society are at the foundation of our
approach to community engagement programs. Partnerships help us leverage skills,
expertise, local knowledge and funds to make our programs more sustainable and
enduring.
The Niger Delta is a region with complex and deep-rooted conflicts that have eluded
many attempts at resolution. Against this backdrop, our subsidiary Chevron Nigeria
Limited initiated a new community engagement model that promotes accountability and
participation.
Eight community groups and state governments signed agreements with Chevron Nigeria
Limited designed to help address the long-standing and complex development issues that
affect communities and our operations in the region.
The agreements are intended to gradually shift control over the design, planning and
execution of community development programs from our subsidiary to the communities
through newly created Regional Development Councils.
This type of initiative requires more resources and time, and there will be challenges
going forward. But our conviction is that companies can play a constructive role in
contributing to sustainable solutions around the world.
“Sebenarnya program ini tidak atas nama PT CPI Riau saja, tetapi
gabungan dari seluruh perusahaan Chevron yang tersebar di
seluruh Indonesia. Awalnya kita sudah bangun satu unit sekolah di
Jawa Tengah, tepatnya didaerah Klaten dimana daerah tersebut
juga terkena bencana gempa. Saat ini pengerjaannya sudah sampai
kepada pemasangan kuda-kuda bagian atap gedung,” kata Gita
lagi.
"Penolakan tegas dari Pak Bupati tentang pemberian izin ini sangat
tepat karena selama ini belum ada ketentuan yang jelas tentang
kontribusi dari keuntungan bersih Chevron. Jika tetap bersikukuh
menunggu hingga BEP tercapai, sampai kapan kita akan
menunggu?" tutur Uu. Ia menilai bahwa Chevron selalu berlindung
di balik undang-undang tersebut, karena dalam kontrak yang dulu
tak ada kewajiban mereka sebelum tercapai BEP. Padahal, Uu
melihat hal tersebut sangat bertentangan dengan dengan UUD 1945
pasal 18 A ayat (2).

Tindakan tersebut dilakukan sebagai bentuk protes karena belum jelasnya kontribusi PT
Chevron kepada masyarakat Garut hingga saat ini. "Kita hanya meminta jaminan agar
pembangunan kawah Darajat III milik PT Chevron dapat menguntungkan rakyat Garut.
Bahkan, untuk dua sumur yang telah dieksploitasi jauh-jauh hari sebelumnya pun belum
memberikan kontribusi yang jelas bagi kesejahteraan rakyat Garut selama ini!" tegas
Agus, Sabtu (4/6).
Ia bahkan menganggap bahwa masyarakat Garut saat ini hanya sebatas penonton,
menyaksikan pihak luar mengeksploitasi sumber daya alamnya sendiri tanpa mendapat
keuntungan yang pantas. Masalah penolakan pemberian perizinan pembangunan sumur
Darajat III itu, kata Agus, bahkan telah dilaporkan pada Gubernur Jabar.
Bahkan, Agus menilai bahwa program CD tersebut hanya sebatas dirasakan oleh
masyarakat di sekitar PT Chevron saja, sementara masyarakat Garut secara keseluruhan
tidak merasakannya. "Berbuat untuk masyarakat sekitar perusahaan adalah kewajiban
setiap perusahaan, bukan hanya Chevron dan tidak mesti dikeluarkan dalam bentuk CD.
Selain itu, besaran nilai CD yang dikeluarkan selama ini tidaklah pantas dibandingkan
dengan keuntungan mereka," ujar Agus.
Tak hanya itu, Agus mengaku telah mendengar bahwa PT Chevron telah memberikan
kewajibannya pada Departemen Keuangan (Depkeu) RI sebesar Rp 8,4 miliar pada
triwulan keempat 2004 dan Rp 8,4 miliar pada triwulan pertama 2005 namun Depkeu
masih menunggu perundang-undangan pemerintah agar bisa memberikan hak untuk
Garut.
Agus berjanji, dalam waktu dekat Pemkab Garut akan mengadakan sebuah diskusi
dengan sejumlah daerah penghasil enerji panas bumi di Indonesia untuk membahas
masalah kontribusi terhadap pemerintah daerah setempat yang belum mendapatkan
kejelasan hingga sekarang.
Hal sama juga dikemukakan Public Government Affair Manager PT Chevron, Irwan
Munaf. "Kita belum bisa menentukan sikap karena hal ini harus dibicarakan dulu dengan
perusahaan", kata Irwan yang menjanjikan Senin (6/6) besok akan memberikan
pernyataan resminya.
Sementara itu, berbagai peralatan dan perlengkapan untuk keperluan pembukaan sumur
Darajat III saat ini telah mulai didatangkan PT Thiess ke kawasan pertambangan panas
bumi di kawah Darajat III di Pasirwangi Garut. Dalam sebulan terakhir ini juga puluhan
kendaraan berat keluar masuk menuju PT Chevron, PT Pertamina, dan PT Kamojang
dengan melintasi jalan raya Samarang.
Akibatnya, jalan raya sekira 12 km dari arah Tarogong hingga Samarang itu mengalami
rusak berat. Beberapa di antara puluhan kendaraan berat tersebut sempat diamankan
Dishub Garut karena menggunakan jalan yang tak sesuai dengan tonase kendaraannya.

Bantu masyarakat
In 2001, Chevron Niugini Ltd. (CNLG), in partnership with the World Wildlife Fund
(WWF), formed the Community Development Initiative Foundation (CDI), an
independent, nonprofit organization working on community development issues in the
region. Between 2001 and 2003, ChevronTexaco and its joint venture partners provided
US$4.8 million (of which approximately $875,000 was ChevronTexaco's share) in grants
and operational support to CDI.
In addition to furthering WWF's efforts to protect natural resources, CDI brings social
services to rural communities affected by the oil industry, providing programs in health,
education, agriculture, skills development and cultural preservation, in support of
government efforts.
CDI is a unique model for ChevronTexaco's community engagement because, in
launching the foundation, the company created an independent operational entity with its
own staff, facilities and mission solely focused on community development. CDI
assumed responsibility for Chevron Niugini's existing community development
programs, bringing to it the foundation's network of expertise on development issues, as
well as the trust of community members. CDI blends both social and environmental
considerations into one coordinated approach and is one of ChevronTexaco's best
examples of a comprehensive community development program, designed to thrive long
after a region's oil stops flowing.
In what will prove to be a test of CDI's sustainability, in 2003 ChevronTexaco sold its
Papua New Guinea oil operations, a move the company believes will not affect CDI's
continued operations. After receiving initial funding from ChevronTexaco and its joint-
venture partners, CDI began soliciting funding from other sources to help guarantee its
growth and survival after ChevronTexaco's - and ultimately the oil industry's - exit from
the region.
ChevronTexaco believes that its experience with CDI has provided valuable learning
about effective community engagement and innovative approaches to making a positive
and lasting contribution to the communities in which it operates. To capture this learning
and apply it elsewhere in its operations, ChevronTexaco has commissioned an
independent review and analysis of CDI. After its planned completion in 2003, the
findings of the review will inform ChevronTexaco's future community engagement
activities around the world.
Pengelolaan usaha panas bumi oleh PT Chevron Geothermal Salak, sudah mulai
dilaksanakan sejak tahun 1994. Wilayah kerja panas bumi lapangan Gunung Salak seluas
100 KM2 terletak pada dua Kabupaten yaitu di Kecamatan Pamijahan, Kabupaten Bogor
serta Kabandungan dan Parakan Salak Kabupaten Sukabumi.
Kondisi teknis lapangan Chevron Geothermal Salak, jelas Ismail, terdiri dari 69 sumur
panas bumi, reservoir didominasi oleh uap dengan temparatur 220-315 derajat celcius, 6
unit pembangkit listtrk yang mampu menghasilkan 375 MW serta operator lapangan
panas bumi. Khusus sumur panas bumi terdiri dari : 16 sumur injeksi, 6 sumur monitor, 4
sumur abandon/idle dan 43 sumur produksi/pengembangan.
Aktivitas pengolahan usaha panas bumi, yang dilaksanakan oleh PT Chevron Geothermal
Salak dalam kurun waktu tahun 2002-2006 telah menghasilkan produksi uap dan listrik
tenaga panas bumi.
Tahun 2002 : uap 21,7 juta ton uap dan listrik 2,7 MWh. Tahun 2003 : uap 21,3 juta ton
dan listrik 2,6 juta MWh. Tahun 2004 : uap 22,6 juta ton dan listrik 2,7 juta ton MWh.
Tahun 2005 : uap 24,1 juta ton dan listrik 2,9 juta MWh serta di tahun 2006 : uap 24,5
juta ton dan listrik 2,9 juta MWh.
Ismail, lebih lanjut memaparkan sesuai dengan kontrak PT Chevron Geothermal Salak
telah mengembangkan sumber panas bumi secara bertahap. Jumlahnya yang telah
mencapai 375 MWe tersebar di beberapa tahap yaitu Salak I 60 MWe, Salak II 60 MWe,
Salak III 60 MWe, Salak IV 65 MWe, Salak V 65 MWe dan Salak VI 65 MWe.
Kedua, dalam kurun waktu tahun 2005 sampai tahun 2007 telah mengeluarkan anggaran
untuk community development dalam berbagai bidang diantaranya pendidikan, kesehatan,
peribadatan serta pembangunan sarana dan prasarana permukiman yang dalam
pelaksanaannya berkoordinasi dengan Pemda setempat. Pada tahun 2005 direalisasikan
Rp. 4 miliar, tahun 2006 Rp.8,5 miliar dan tahun 2007 diperkirakan akan mengalokasikan
sebesar Rp.8, 9 miliar. Ketiga, melaksanakan program konservasi melalui penghijauan
lahan kehutanan dan optimalisasi sumur injeksi.
PT Chevron Geothermal Salak, imbuh Ismail telah merealisasikan investasi pengusahaan
panas bumi dan investasi prasarana pengusahaan panas bumi dari tahun 2004 sampai
tahun 2008. Tahun 2004.
Investasi prasarana pengusahaan panas bumi : tahun 2004 sebesar Rp.8,7 miliar, tahun
2005 sebesar Rp.2,2 miliar, tahun 2006 sebesar Rp.10 miliar, tahun 2007 Rp.24,6 miliar
dan tahun 2008 sebesar Rp.24,4 miliar.
Di sisi lain, realisasi dan investasi pengusahaan panas bumi di tahun 2004 sebesar Rp.290
miliar, tahun 2005 sebesar Rp.73 miliar, tahun 2006 sebesar Rp.332 miliar, tahun 2007
sebesar Rp.823 miliar dan tahun 2008 sebesar Rp.814 miliar.
Aktivitas PT Chevron Geothermal Salak, juga telah mampu memberikan kontribusi atas
penciptaan lapangan kerja. PT Chevron Geothermal Salak memiliki tenaga kerja sebanyak
902 orang. Keseluruhan tenaga kerja tersebut merupakan tenaga kerja Indonesia yang
terdiri dari 137 orang tenaga tetap dan 765 orang tenaga mitra usaha.
Pihak Distamben Jabar, atas realisasi kontrak kerjasama yang dilaksanakan oleh PT
Chevron Geothermal Salak menyarankan Menteri ESDM mendorong pemerintah Cq
Departemen Keuangan untuk segera dapat menyusun Peraturan Pemerintah mengenai
bagi hasil panas bumi sehingga pajak yang telah disetor oleh PT Chevron Geothermal
Salak ke kas Negara dapat segera didistribusikan
Saran berikutnya, ujar Ismail sumur-sumur idle yaitu yang mempunyai potensi dibawah 5
MW, dapat diserahkan kepada Pemda untuk diusahakan sebagai pembangkit listrik skala
kecil dan didistribusikan kepada masyarakat pedesaan maupun dimanfaatkan untuk
budidaya atau agribisnis.
