42, Goal of Plan Colombia, to est. a
democracy there. To this point
despite $8 Billion, no democracy
has worked. First goal of US Plan
Colombia was originally to stop
drug trafficking, then they decided
also to fight the guerrilla
movement, FARC.
43, US helped get Alvaro Uribe in
power. With him president
Casualties got even higher than in
Iraq, and Alvaro still gets reelected
because economic boom, however
shady practices have made it
possible. But the economic boom is
a result of drug trafficking by
paramilitaries in association with US
supported Pres. Uribe.
44, it has come to the point that the
Colombian government knows that
$3 Bil has come in laundered from
drug profits. But it continues with
US support. Why, so that it can be a
US base so the US can control
Ecuador, Venuzuela, Peru, Brazil
etc.
News is fabricated to prevent the
US from knowing what's going on.
60yrs of violence, killing of 4,000
trade unionists, destruction of
workers rights, displacement of 3
mil peasants and the building of
transnational corp's taking
advantage of cheap labor.
Social movements are rising up
trying to change Colombia from a
Nation of drug lords to move with
Latin America to a country of social
welfare.

13, Since 9/11 we have asked other
countries to look inward to threats
against their countries. For example,
against terrorists, drug-lords etc.
14, What has happened is a targeting
of labor leaders, opposition
politicians, human rights defenders,
authors, and leftist intellectuals as
"internal enemies"
US has turned Plan Colombia from a
war on drugs, to a war on terror.
Never planned from the beginning.
The US gives aid to 16 countries in the
West, while only 3 terrorist groups
are defined in the whole region.
Why? Because the definition of a
terrorist has expanded to anyone that
fights for rights: labor, human ,
intellectual, change.
15, The US has come up with labels
for anyone that gets in the way of US
interests. "emerging threats" are
labeled "Radical populists"
16, "effective sovereignty" the US
wants countries to fill the "seams"
allowing no area unprotected, and
left open to "terrorists"
17 US debate ignores the fact that
military response isn't necessary,
democratic governance can be
improved with police force, judges,
courts, prosecutors, energy, anti-
poverty programs etc. Instead of
changing the region's security
architecture.
