GARDNER CITY COUNCIL

FEBRUARY 28, 2011 PUBLIC HEARING PROCEDURES

1) The Hearing will be called to order at 6:00 p.m. and end no later than 7:30
p.m.

2) Persons planning to testify are required to enter their names and

addresses on the Testimony Sheet before the hearing is called to order.

3) At 6:00 p.m., the Presiding Officer will read aloud the Public Notice.

4) Transmission from the Planning Board.

5) The Presiding Officer will call upon the Petitioner to summarize the
proposal (one spokesperson, if multiple petitioners).

6) The Presiding Officer will call persons to testify in the order in which they
appear on the Testimony Sign-in Sheet.

7) Comments from any one speaker are limited to 3 minutes.

8) Testimony must be on the merits of the pending question; otherwise, the

testimony will be ruled out of order.

9) The Petitioner (spokesperson) shall be granted the opportunity to reply to

questions and comments, if desired.

10) Modifications to the proposed Amendment must be submitted in writing.

11) Attendees desiring a second opportunity to present “new” testimony will

be given an opportunity if, in the opinion of the Chairman, time allows.
Repetitive testimony will not be permitted.

12) The Petitioner(s) and persons offering testimony may submit written
comments to the Presiding Officer.

13) Upon completion of testimony or at 7:30 p.m., whichever comes first, the
Presiding Officer shall close or continue the Public Hearing to a time/place
certain by voice vote.
