Article does not specifically address complexity. Instead, it emphasizes the importance of fitting
usability within the larger needs and contexts of the situation: company/client needs, design cycle,
customer needs, and so on. Many of the usability elements like rapid iteration, short cycles, etc., are
common. What is different here, from what I can tell, is that the RAD was developed in order to place
usability where it can both have a big impact, at the start of the process, while providing what other
parties want: short turn around.

In some ways, I think that this article could be considered a manifestation or an intelligent
collaboration and cooperation with a complex system and complex situation while still working to
achieve all parties' goals.
