Information from Institutional Staff

During his time in custody, Mr. Howe resided on both typical and Special Housing units. He
was not a management problem, and staff reported that he was cooperative. He did not
receive any disciplinary actions nor was he cited in any incident reports. Unit staff
indicated Mr. Howe came out of his cell but kept to himself. Mr. Howe displayed poor
hygiene and did not attend to his daily needs. Mr. Howe was observed engaging in odd
mannerisms, including sucking his thumb, rocking his legs in a rhythmic fashion, and
staring off into space at things that were not there.
