This year marks the 32nd anniversary of the establishment of
diplomatic ties between China and the United States. The past 32 years
have seen sound and stable growth of our bilateral relations thanks to the
Joint efforts of the governments and peoples of both countries. Relations
between China and the State of New York have also enjoyed ra
development and cooperation in all areas has produced fruitful results.
The friendly cooperation between China and the State of New York has
‘greatly contributed to the continued growth of China-US relationship.
Lately I was surprised to leam about the passing of Resolution
500-2011 of your State Senate “Commemorating the 100th Anniversary
of the Founding of the Republic of China”.
‘As you know, there is only one China in the world. Both the mainland
and Taiwan belong to the one and same China. China’s sovereignty and
territorial integrity brook no division. This resolution runs counter to the
“ome China” principle enshrined in the three Joint Communiqués between
China and the United States, interferes in China's internal affairs and will
have an adverse impact on the China-US relations.
Enclosed please find the copy of the Joint Communiqué on the
Establishment of Diplomatic Relations Between the United States of
America and the People's Republic of China issued on January Ist 1979.
T hope that the New York State Legislature will adhere to the “one
China” policy, stop using certain issues to create "two Chinas” or “one
China, one Taiwan”, and appreciate and support the efforts by the
Chinese government to uphold the peaceful development of the
cross-Straits relations. We request the Legislature handle this issue
properly and withdraw the above resolution. Please make known our
