PENDAHULUAN
1. Pembentukan Standard Kemahiran Pekerjaan Kebangsaan (SKPK)
1.1 Standard Kemahiran Pekerjaan Kebangsaan (SKPK) [National Occupational Skills Standard (NOSS) adalah satu dokumen yang menggariskan perkaraperkara yang perlu diperolehi oleh seseorang pekerja di dalam sesuatu bidang kemahiran. Semua perkara yang terkandung di dalam SKPK akan dinilai berasaskan ketrampilan untuk memastikan setiap pekerja berkebolehan melakukan perkara berkenaan pada tahap yang boleh diterima.

Pembentukan Standard Kemahiran Pekerjaan Kebangsaan dilakukan dengan melibatkan pakar-pakar dan industri (awam dan swasta) dan personel dari agensi / institusi latihan, mengikut bidang masing-masing. Pembentukannya dilakukan dalam dua peringkat : Peringkat pertama dinamakan Job Analysis melibatkan antara lapan hingga sepuluh orang personel industri yang dijemput mengambil bahagian dalam pembentukan standard berkenaan. Mereka bersidang antara dua hingga tiga hari untuk menghasilkan rangka standard, yang disusun dalam bentuk carta. Carta ini menganndungi dua komponen penting iaitu Duti (duty) dan Tugasan (Task) yang dinamakan Carta Profil Pekerjaan. Carta ini kemudiannya diedarkan kepada industri yang terlibat untuk mendapatkan komen. Peringkat kedua dinamakan Task Analysis dilakukan dengan melibatkan ahli-ahli jawatankuasa peringkat pertama tadi dan ditambah dengan beberapa orang personel dari agensi / institusi latihan. Mereka bersidang antara empat hingga lima hari. Pada peringkat ini, carta profil pekerjaan yang mengandungi duti dan tugasan ini dikupas secara terperinci. Sesuatu tugasan itu disediakan dengan Performance Standard, langkah-langkah kerja, keperluan memboleh (enabling requirements) dan peralatan dan perkakas. Produk Task Analysis ini dinamakan Task Profile.

Format Standard Kemahiran Pekerjaan Kebangsaan 2.1 Dokumen standard adalah menganndungi perkara-perkara berikut : Tajuk Takrif Pekerjaan Training Prrofile yang merupakan jadual-jadual yang mengandungi Performance Standard, langkah-langkah kerja, keperluan memboleh (enabling requirement) dan peralatan dan perkakas.

Tiap-tiap dokumen standard yang dibentuk disediakan dengan Takrif Pekerjaan (Occuopational Definition) mengikut tajuk standard berkenaan. Seboleh mungkin, takrif pekerjaan ini akan berlandaskan kepada :Dictionary of Classification (DOC) yang dikeluarkan oleh Jabatan Tenaga Rakyat. Terdapat dua takrif pekerjaan bagi satu-satu standard iaitu : Takrif Pekerjaan di peringkat mekanik / operator yang merangkumi kemahiran pada Tahap 1 dan 2, Takrif pekerjaan di peringkat penyelia / juruteknik yang merangkumi kemahiran pada Tahap 3.

Sesuatu standard mengandungi sekumpulan duti yang merupakan unit-unit kemahiran dalam standard berkenaan, dan duti-duti tersebut adalah tidak bergantungan di antara satu sama lain. Tiap-tiap duti mengandungi sekumpulan tugasan. Pengrekodan tugasan-tugasan adalah mengikut ciriciri berikut : Ia mengandungi kata perbuatan (action verb) dan objek yang menerima pembuatan tersebut, Ia mestilah jelas dan tepat, Ia boleh mengandungi satu atau lebih qualifier.

Tahap-tahap Dalam Standard Kemahiran Pekerjaan Kebangsaan 3.1 Dokumen Standard ini mengandugi tiga tahap : 1, 2, dan 3. Tahap-tahap tersebut adalah berkait rapat dengan Sistem Persijilan Kemahiran Pekerjaan Kebangsaan. Dalam erti kata lain, seseorang individu yang telah mencapai kemahiran pada Tahap 1 akan diberikan Sijil Kemahiran Malaysia Tahap 1 dan seterusnya.
3.2
Penjelasan bagi ketiga-tiga tahap adalah seperti berikut :-
Tahap 1 Trampil dalam melakukan sekumpulan duti pada tahap ini bagi bidang pekerjaan berkaitan. Ketrampilan yang terkandung dalam tahap ini kebanyakannya adalah routine dan predictable. Tahap 2 Trampil dalam melakukan sekumpulan duti pada tahap ini. Ketrampilan yang terkandung dalam tahap ini sesetengahnya adalah bukan routine dan dilakukan dalam pelbagai konteks yang memerlukan tanggungjawab persendirian dan autonomi. Tahap 3 Trampil dalam melakukan sekumpulan duti pada tahap ini. Ktrampilan yang terkandung dalam tahap ini merangkumi sekumpulan duti yang luas dalam pelbagai konteks dan bukan routine dan autonomi serta perlu memberi kawalan dan panduan kepada yang lain. 3.3 Khusus bagi Tahap 3, kandungan kemahiran yang terdapat dalam dokumen ini adalah juga meliputi kemahiran penyeliaan di samping kemahiran teknikal.

Kelulusan Jawatankuasa Standard dan Persijilan (JSP) Dokumen ini telah diluluskan oleh Jawatankuasa Standard dan Persijilan (JSP) Majlis Latihan Vokasional Kebangsaan pada 30 Oktober 2003 .

LEVEL 1
Occupational Definition For An Industrial Sewing Machine Technician Level I An Industrial Sewing Machine Technician installs, set up and maintains sewing machines in the apparel factory. A technician may work on several types of machines. The responsibilities of a sewing machine technician include performing routine maintenance tasks and setting up sewing machines for new styles or orders under supervision. In general, he/she: 1. complies with work safety rules and regulations, 2. performs housekeeping at worksites 3. keeps sewing machine running efficiently and at a reasonable cost which include scheduled maintenance, cleaning and lubrication, 4. fabricates sewing machine attachments under supervision, 5. installs new sewing machines and remove old ones, and 6. undertakes other related jobs as directed by his/her immediate superior from time to time.
LEVEL 2
Occupational Definition For An Industrial Sewing Machine Senior Technician Level II An Industrial Sewing Machine Senior Technician installs, set up, maintains and repairs sewing machines in the apparel factory. A senior technician may work on several types of machines or specialise in particular types such as buttoning machine or buttonholes. The responsibilities of a Sewing Machine Senior Technician include performing scheduled maintenance tasks, adjusting machinery as necessary and setting up sewing machines for new styles or orders. When sewing operators encounter a problem with a machine, a Senior Technician diagnoses the problem, repairs or replaces the necessary parts. He/she test the machine to make sure that it is running smoothly, and records what have been done in a maintenance record. In general, he/she: 1. complies with work safety rules and regulations, 2. repairs sewing machine when breakdowns occur, 3. keeps sewing machine running efficiently and at a reasonable cost which include inspection, cleaning and lubrication, 4. reduces downtime to a minimum, when there is a breakdown, the technicians should be able to repair and restart the machine in the shortest possible time, 5. installs new sewing machines and remove old ones, and 6. undertakes other related jobs as directed by his/her immediate superior from time to time.
LEVEL 3
Occupational Definition For An Industrial Sewing Machine Technician Supervisor Level III An Industrial Sewing Machine Technician Supervisor plans and supervises technicians job function, and plan maintenance schedule to prevent breakdown of sewing machines in the apparel factory. The responsibilities of an Industrial Sewing Machine Technician Supervisor include preparing and updating preventives maintenance schedule, diagnose problem that cant be solved by technicians, verify scheduled maintenance tasks are carried out and verifying machines set up for new styles or orders. When sewing operators encounter a problem with a machine, ensure a technician is available to diagnose the problem, repairs or replaces the necessary parts. In general, he/she is: 1. responsible to ensure all safety measures and practices are strictly adhered to at all times, 2. responsible to establish and maintain documented procedures for identification, traceability and facilitate machine corrective and prevention action, 3. responsible for maintenance or condition of sewing machines at production floor and to follow up and resolve parts outages, 4. responsible for planning and supervise the technicians job function and train them to provide better service and to serve Production Department in any machinery problem. 5. Continuously work to reduce operating cost by optimising resources, and 6. to undertake other related jobs as directed by the superior from time to time.
