The Regulation of the Office of the Prime Minister on the Truth for National Reconciliation 2010 established the Truth and Reconciliation Commission of Thailand (TRCT) to investigate and determine the root causes of the conflict and violent incidents that occurred in April-May, 2010. The aim of the Commission is to create a clear understanding of what occurred and to recommend remedies and ways to prevent such violence and loss from reoccurring in order to promote reconciliation among Thai people. The above regulation also requires TRCT to compile a report on the progress of its investigations every six months and present those reports to the Cabinet.

2 The 1st Progress Report of the Truth and Reconciliation Commission of Thailand is now complete. It explains the principles of operation of the Commission and summarizes its activities since before its formal establishment through to January 2011. During this period the Commission has listened to the opinions of all relevant parties both within Thailand and in foreign countries. Procedures have been carried out according to international standards in an objective manner giving a priority to independence, impartiality, and acceptance by all parties. This report presents information on the conflict, obstacles encountered by the Commission in its investigation, and several initial recommendations. An executive summary of the report is also provided. Both the full report and the executive summary are presented in Thai and English so that both Thai people and the international community can gain a common understanding of the facts and as a lesson in preventing violence from reoccurring.
