MINUTES OF A MEETING OF NEWPORT PARISH PLANNING AND LICENSING COMMITTEE HELD ON THURSDAY, 9th JUNE 2011, AT THE RIVERSIDE CENTRE, NEWPORT, ISLE OF WIGHT, COMMENCED AT 6.30PM Councillors Present : Shirley Smart (Chairman), Tony Coburn, Mary Craven, Debbie Dixcey, Steve Falla, Terry Goldstone and Peter Whiteman. P/586 DECLARATIONS OF INTEREST Cllrs. Peter Whiteman and Terry Goldstone declared a general personal interest on the basis that they are employed in the building industry. P/587 MINUTES OF THE LAST MEETING AND MATTERS ARISING The minutes of the last meeting held on 26th May 2011 were agreed and signed as a correct record. The Assistant Clerk updated Members on the latest position on certain related matters including the pedestrian guardrail installation and works to the retaining wall along Carisbrooke Road. P/588 LICENSING APPLICATIONS Reference 036750. Application for Premises Licence at Co-operative, 43-51 Pyle Street Some Members expressed concern about the prospect of another off-licence facility open during the evening in the town centre. However based on previous experience any potential objection to the application was not considered to be sustainable and, on that basis, Members chose not to raise a formal objection and instructed the Assistant Clerk accordingly. Notification of Temporary Event Notice under Licensing Act 2003 at Southern Vectis Social Club. This was noted. P/589 PLANNING APPLICATIONS P/00705/1127 Staplers Road Members decided to raise NO OBJECTION to this application. P/00694/1113 Watergate Road Members decided to raise NO OBJECTION to this application subject to the imposition of appropriate conditions to ensure the use of quality matching materials. P/00640/11 33 Pan Lane Members are obviously familiar with the area and had certain reservations about building across the full width of the plot in terms of visual amenity and potential overdevelopment of the site as well as possible precedent. Although not confirmed in the application documentation, Members assessment of the proposed accommodation led to a conclusion that the additional space is likely to be for an elderly and/or disabled person. On balance, Members chose to raise NO OBJECTION to the application subject to the imposition of a condition for the use of matching materials and adequate protection in design terms against flooding of the nearby stream. P/00414/11 & P/00415/1136 St.Johns Road Although this is only a relatively minor application Members were disappointed at the overall quality of the submission. That said, Members had NO OBJECTION to the application providing care and attention is given to the potential for increased speed surface water run-off, protection of trees and the structural stability of the listed property.. P/00490/11 Centre of Coppins Bridge Members were keen to SUPPORT this application. The previous sculpture was judged to be a success until it was relocated; a decision that disappointed several Members. Members are keen to support the project and in planning terms they take the view that there is no sustainable objection to a sculpture of this nature with LED illumination in this particular location. However, there is one outstanding point where Members would welcome additional information. The application is advertised as a temporary siting and Members are keen to know the reasoning behind this, the period of time, where the sculpture will be displayed at the end of that period and whether there will then eventually be a third sculpture on the site. Perhaps the applicant could be asked to respond on these points? There is minor concern that if the sculpture remained in position for a considerable period of time that it may weather and have an adverse effect on the visual amenities of the area; if this was the case the suggestion is that it may need to be galvanised or use some other form of protection to prevent deterioration P/00651/11land at Parkwater Farm, Vittlefields, Forest Road Members fully appreciate the nature of these type of applications and are unable to offer any corroborative evidence to assist with the case one way or the other. They did note that the application relies solely on sworn affidavits whereas normally an application would be expected to provide other documentary evidence such as utility

bills, community charge etc. In the circumstances it was considered that the Case Officer is in the best position to investigate the matter and, on that basis, the decision was to make NO FORMAL COMMENT on the application. P/00670/1113 Alvington Road Members had NO OBJECTION to this application. P/00660/114a Ulster Crescent Members had no objection to the principle of extending this property. However, there are two points. Firstly, although not confirmed in the supporting documentation, it would seem that the additional accommodation in terms of internal layout and access is likely to be used as an annex for a elderly and/or disabled elderly person and this needs to be clarified so that appropriate conditions can be imposed to ensure that it is not used a separate s/c living unit. Secondly, the view is that although quite modest this is a distinctly unattractive addition that fails to enhance the appearance of the detached property and Members feel that, as a minimum requirement, the scheme needs to be amended to incorporate a more appropriate roof design. Based on the second point Members decided to OBJECT to the application. P/00517/11Vestas Blade Technology Centre, Stag Lane For various reasons this is regarded as a relatively controversial site and Members were keen to study this submission quite closely. Although the background to this case is not known in any significant detail it is assumed that this has been identified as a breach of control by Officers or as a result of a complaint, particularly as Members who have seen the site in recent weeks confirmed that the increased bunding is in situ. This raises a number of concerns but, on balance, Members were prepared to raise NO OBJECTION subject to conditions to ensure that the bunding is properly graded and safe distance away from the fencing, the damaged parts of the fence are repaired and the area is landscaped and planted in accordance with the approved scheme subject to this amendment in terms of the height of the bunding and thereafter maintained in a satisfactory manner. Any repositioning, grading and repairs to fencing should ideally be carried out within the next three months P/00741/11 Heath Farm, Staplers Road This appears to be similar to the case at Parkwater Farm (see above) in a number of respects although in this case the requirements are somewhat different as the application involves the alleged conversion of the property into two separate units of accommodation as opposed to a mobile home. Members fully appreciate the nature of these type of applications and are unable to offer any corroborative evidence to assist with the case one way or the other. Members wish to be seen to be acting in a consistent fashion on these applications and it was considered that the Case Officer is in the best position to investigate the matter and, on that basis, the decision was to make NO FORMAL COMMENT on the application.

P/590 PLANNING NOTICES The Committee noted recent decisions that had been received. P/591 ANY OTHER PLANNING RELATED MATTERS To consider names for the new Barratts Development at the former Dairy Crest site. This related to a consultation from IWC after a request from David Wilson Homes (Barretts) for an official road name for the new development of 60 homes on the former Dairy Crest site. For various reasons this came down to a choice between two options, both of which are acceptable to Royal Mail. Resolution Members decided to support the option of Dairy Crest Drive National Health Service (Pharmaceutical Services) Regulation 31: Determination of Controlled Locality areas classified as urban or rural This related to a consultation from the NHS as part of the Primary Care Needs Assessment to establish whether an area is predominantly urban or predominantly rural in character. The consultee is invited to refer to a map that shows Newport/Carisbrooke/Parkhurst as an urban area with the boundary very similar to the existing development envelope. Resolution Members decided to confirm that the area of Newport, Carisbrooke and Parkhurst is quite clearly urban. Relaxation of planning rules for change of use from commercial to residential NALC consultation This is a consultation through National association of Local Councils (NALC) about the intention of the Government to relax planning law in respect of the material change of use of premises from commercial use to residential (i.e. without p[planning permission) to be deemed to be permitted development as a direct response to a shortfall in the housing supply. As a local council the Parish Council is encouraged to respond. Resolution. Following discussion Members decided to defer the matter until the next meeting. On advice, they asked the Assistant Clerk to prepare a brief paper on the implications of the proposed changes to help Members formulate detailed comments To consider issues and receive clarification arising from recent press coverage on land to be allocated for residential development as part of the draft Core Strategy, or Island Plan. Some Members reading IWCP on 13/5 may have been concerned to read an article about local public meetings in other parts of the proposed Medina Valley Key Regeneration Area because of the threat of thousands of new homes. The Assistant Clerk was asked to comment on the situation and confirm the correct position. The matter had been deferred from the previous meeting (26/5) as CH was on annual leave. Resolution. Members accepted the advice given by the Assistant Clerk, best summarised in the following terms:
The SHLAA is an exercise where anybody and everybody can put their land forward for consideration for allocation at a later date in the Area Action Plans and you have assessed these suggestions and classified them in terms of deliverability subject a

comprehensive range of potential constraints. No land will be released as part of the Core Strategy and when eventually you do allocate sites it will only be fraction of those discussed in the SHLAA.

Letter from Project Communications Manager for ASDA Members are advised that we have received a letter from ASDA about the current state of play in respect of the site in St.Georges Way. Resolution. Members noted the communication and asked the Assistant Clerk to acknowledge/respond requesting a briefing for Newport PC Decision made by the Licensing Sub-Committee in respect of the application submitted by Solo Promotions Ltd for the Isle of Wight Festival at Seaclose Park (verbal report by Assistant Clerk) Members discussed the matter in some detail having heard submissions from The Chairman and deputy Chairman of the parish Council, local Members, and the Assistant Clerk, who represented the Parish Council at the Licensing Sub-Committee. Resolution. There was general concern and dissatisfaction with the outcome and the way the matter had been handled and a consensus view that it is important for the Parish Council (and Whippingham Parish Council) need to play a high profile role in consultations with local residents and the promoters as well as monitoring of the event. In connection with this it was agreed that CH would assist the Chairman and Deputy Chairman to achieve this objective. P/592 QUESTIONS FROM THE COMMITTEE PW raised a number of planning related issues that need to be investigated. Deteriorating condition of external fabric of Guildhall. General untidy appearance in front of former police station in Fairlee Road. Poor condition of Brannon (Branston?) House in Lugley Street Scaffolding outside new flats at fairlee Road/Snooks Hill. The Assistant Clerk advised that he would contact the Conservation Officer on the first three matters and Highways on the last one. SF raised the matter once again about the unauthorised use of an access from Temptations onto St.James Street at the controlled junction with High Street. The Assistant Clerk said he would remind Highways and enquire as to the latest position. TC raised three planning related issues. Use of Sports Hall at Christ the King College at weekends. Latest position in respect of alleged unauthorised development in Priory Farm Lane. The A board outside the caf premises in Carisbrooke High Street (formerly) known as Albies. The Assistant Clerk gave an undertaking to investigate these matters and report back to the Committee. CLOSE OF MEETING The next meeting was confirmed as Thursday 23rd June 2011 at 6.30pm.
