Filep Karma -- Update 9 August 2011 We have received information from credible sources that Filep Karma has

complained of pain in his abdominal area and fears he may be suffering from internal bleeding. He is also suffering from haemorrhoids. He requires full and immediate medical treatment, however has been denied access to the Abepura prison doctor. The Indonesian authorities have an obligation under international and national law and standards to provide Filep, and all other prisoners in Indonesia, with adequate medical treatment whilst they are in detention. The UN Standard Minimum Rules for the Treatment of Prisoners provide for the services of a qualified medical officer within prisons or detention facilities as well as the transfer of prisoners and detainees who require specialist treatment to specialized institutions or to civil hospitals. Article 24 states that the medical officer shall see and examine every prisoner as soon as possible after his admission and thereafter as necessary, and Article 25(1) further states that the medical officer shall have the care of the physical and mental health of the prisoners and should daily see all sick prisoners, all who complain of illness. Article 14 (b) of Indonesias Law No. 12/1995 on Prisons also states that all prisoners have a right to receive adequate medical services. We ask that activists target the Director General of Prisons and the Head of the Papuan Provincial Department of Justice and Human Rights urging them to: Ensure that Filep Karma receives full and immediate access to proper medical care; and Ensure that prison conditions and the treatment of prisoners meet standards provided for in Indonesian law as well as UN Standard Minimum Rules on the Treatment of Prisoners.
