AFFIDAVIT IN SUPPORT OF CRIMINAL COMPLAINT AND ARREST WARRANT

I, Philip Soto, being duly sworn, depose and state as follows:

INTRODUCTION AND AGENT BACKGROUND

1.

I make this affidavit in support of a criminal complaint against and arrest warrant

for Jonathan OLIVARES (hereinafter"OLIVARES"), also known as Arcadian Knightand

Kakashi Knight, for violating Title 18, United States Code, Section 1343 (wire fraud). As
described below, there is probable cause to believe that OLIVARES, within the Eastern District

ofVirginia and elsewhere, having devised a scheme and artifice to defraud and to obtain money
and property by false pretenses, representations and promises, did transmit and cause to be
transmitted by means of wire and radio communication in interstate and foreign commerce,

writings, signs, and signals for the purpose of executing such scheme and artifice.
2. I am a Special Agent with the United States Secret Service (USSS) and have been

employed in that capacity since April 2005. My responsibilities include the investigation of
violations of United States currency laws, including counterfeiting, money laundering, financial

fraud, and forgery of United States securities as well as the investigation of criminal violations

involving identity theft, access device fraud, mail and wire fraud, and advance fee schemes.
