Keenan, Chairman of the Committee on Telecommunications, Utilities and Energy. Key Points to Draw Upon I am an employee of Conservation Services Group, a nonprofit energy efficiency company. H. 879 will greatly benefit my business and those we serve. H. 879 will be administered in a similar way to the current gas and electric energy efficiency programs, which have proven to be a great success, creating jobs and lowering ratepayers utility bills for the past 30 years. Broad-based support for this legislation includes not only low income advocacy groups but also oil dealers and environmentaliststhis is hardly a common occurrence and one that should not be overlooked. 20% of the Bill is targeted to help low-income households manage the rising cost of oil. This Bill will allow these households to afford the upfront costs associated with new furnaces. This Bill establishes a 2.5 cent assessment (a less-than-1% surcharge) at the wholesale level on every gallon of home heating oil and propane. In turn, the over 20 million dollars collected will be used to lower ratepayers energy costs, create jobs, lower our carbon footprint, and ultimately reduce our dependence on foreign oil. As an employee in the energy business and as a Massachusetts citizen, I urge you to support this Bill.
