Biography
Joe is a professional mechanical engineer working for the Ministry of Transportation in the Goods Movement Policy office as Team Leader Vehicle Weights and Dimensions. Previous to the MTO, Joe worked in engineering consulting as an Investigative Engineer, managing his firms Toronto satellite office. Joe conducted technical scientific investigations for motor vehicle accident reconstruction and failure analysis. Joe was involved in over 300 investigations of Trains, Forklifts, Passenger Cars, Buses, Heavy Trucks, Bicycles, Motorcycles, Pedestrians, Rollerblades, and Skateboard collisions. Past examination experience include Heavy Trucks, Severity of impact, Vehicle Speeds, Evasive Maneuvers, Seatbelt Usage, and issues related to Pedestrians, Nighttime Visibility, Engine Control Modules (ECM) and Event Data Recorders (EDR). Joe has been employed with PPG Canada, Ford Motor Company, and as a transit bus operator. Within the MTO, Joe develops major policy projects and provides strategic analysis and advice to the Minister, Deputy Minister and Senior Staff of the Ministry of Transportation in the overall context of the governments priorities on transportation policy. He acts as the key contact with stakeholders, other ministries, and other levels of government on transportation issues and communicates the governments transportation strategies to these stakeholders and ministries. He also provides strategic advice and consultative services to senior management within client ministries on transportation policy issues.
