FREE SCBOOLS. “(a) StATE RESERVATION FOR THE CHIEF Iaacurive Orsicer oF a STATE — “@) Dy GENERAL —The chief executive officer of » State may Feserve not more than 20 percent of the total amount alloceted to 2 State under section 4111{b) for each fiscal year to award competitive grants and confracts to local educational agencies, community-Dased organizations (including community anti-drug coalitions) other public entities and private organiz fons, and consortia thereof. Such grants and contracts stiall be used to carry out the comprehersive State plan described in section 4110s) through programs or activities that com- plement aid Support activities of local educational agencies Gesersbed in section 4115(b).
