FREE SCBOOLS.
“(a) StATE RESERVATION FOR THE CHIEF Iaacurive Orsicer
oF a STATE —
“@) Dy GENERAL —The chief executive officer of » State
may Feserve not more than 20 percent of the total amount
alloceted to 2 State under section 4111{b) for each fiscal year
to award competitive grants and confracts to local educational
agencies, community-Dased organizations (including community
anti-drug coalitions) other public entities and private organiz
fons, and consortia thereof. Such grants and contracts stiall
be used to carry out the comprehersive State plan described
in section 4110s) through programs or activities that com-
plement aid Support activities of local educational agencies
Gesersbed in section 4115(b). Such officer shall award grants
based on—
“(A) the quality of the program or activity proposed;
and
“(B) how the program or activity meets the principles
of effectivesiess described in section 4215(e),
2) Prionrry.—In making such grants and contracts under
this section, a chief executive officer shall give priority to pro-

by State educational agencies or local educational agencies;
“(B) populations that need special services or additional

runaway or homeless children and youth, pregnant and

43) Special CONSIDERATION—In awarding fimds under
paragraph (1), a chief executive officer shall give special consid-
eration to grantees that pursue a comprehensive approach toHR1913
rug and violence prevention that includes providing and incor-
porsting mental health services related to drug and violence
‘prevention in their program.
“(4) PEER REVIEW.—Grents or contracts awarded under
‘this section shail be subject to a peer review process,

“(A) activities that complement and support local edu-
cational agency activities under section 4115, including
developing and implementing activities to prevent and
reduce violence associated with prejudice and intolerance;

“{C) development and implementation of community:
‘wide drug and violence prevention planning and organizing.
"(G) ADMINISTRATIVE OOSTS.—The thief executive officer of

“B) ADDITIONAL AMOUNTS FOR THE UNIFORM MANAGE:
MENT INFORMATION SYSTEN.—In the case of fiscal year
2002, a State educational agency may, in addition to
‘amounts provided for in subparagraph (A), use 1 percent
of the amount made available to the State educational
agency under section 4311(b) for each fiscal year less the
smount reserved under subsection (g) of this section, for
