This document outlines the logic model and goals of a program to promote human capital accumulation among young children and break the intergenerational cycle of poverty. The overall goal is to improve preventative healthcare, nutrition, and school enrollment among pregnant women and children under 5 years old. The objectives are to 1) integrate the 4Ps program into municipal action plans, 2) smoothly implement the 4Ps program, 3) improve program monitoring and evaluation, 4) strengthen support groups and networks, and 5) improve administrative services and program capacity. Progress will be measured by indicators related to health outcomes, education rates, program participation and budgeting.
