The agenda 21 of United Nations Conference On Environment and Development 1992 in Rio de Janeiro declared –  Water is a scare resource and should be treated as both a social and economic good.  Water should be managed by those who use the most and all those who have interest in its allocation and use, particularly women should be involved in decision makings.  Water should be managed within a comprehensive framework taking into account its impact on all aspects of social and economic development. Now it is an international norm that every household shall have access to safe drinking water free of charge. Any policy for diversion, storage or abstraction of a resource should not be made against the nature.     Scarcity of water to meet the basic water rights of people of a community create conflicts within them.

    Scarcity of water to meet the historical rights of peopl e shall also create conflicts between the communities. Cities in Bangladesh are places of such conflicts, where supplies from the municipalities are not enough to meet people s basic requirement. For example, water supply capacity of Dhaka WAS A lacks behind the requirement, as demand continues to increase with the increas e of population. As a result, conflicts are common between people and WASA e.g. conflicts arise between people and WASA at Green Road and Shantinagar areas.
