New R3I Policy MoR, GOI, has formulated the new policy (Railways Infrastructure for Industry Initiative) ( R3I Policy ) which aims to attract private sector participation in rail connectivity projects so that additional rail transport capacity can be created. The primary objective of R3I policy is to retain and increase rail share in freight traffic. However, R3I policy shall not be applicable to railway lines intending to provide connectivity to coal mines and iron ore mines directly or indirectly. Only the new proposals for railway lines which are 20 meters or more in length (excluding the length of siding which may take off from this line) shall be eligible under R3I Policy. The R3I Policy provides for four models viz. (a) Cost sharing-freight rebate model, (b) Full contribution apportioned earning model, (c) Special Purpose Vehicle model and (d) Private line model. While the applicants may choose and indicate preference for one of the models, Ministry of Railways reserves the right to decide which model shall be applicable and that decision shall be final.
