Non Domestic EPCs and DECs - Inspection of buildings by Energy Assessors and use of Data Gatherers

Clarification has been requested on the requirements for Energy Assessors to visit properties and the use of data gatherers. Until formal guidance is issued the following principles should be applied; Non-domestic EPCs, DECs and air-conditioning reports As a general rule Assessors are expected to visit the building in person to ensure that the data is accurate, although it is acceptable for energy assessors to use data gathered by others provided the conditions set out below on data gathering are met. It is also expected that data gathered by existing metering and building management systems will be used where available. Assessors will be responsible for the quality of the certificate or inspection regardless of whether they gathered the data themselves, and assessors who choose not to carry out a visit will need to be completely confident in the quality of the information used. It is particularly important to ensure that the information is accurate the first time a DEC is produced on a building or when an AR is produced. Gathering of data for non-domestic EPCs, DECs and air conditioning inspections: responsibilities of EAs Where data gatherers are used for non-domestic EPCs, DECs and air conditioning inspections:

The EA is responsible for ensuring that such assistants are 'fit and proper', including being CRB checked where required, have the correct insurances, and the technical ability to undertake those duties. The EA is responsible for all the actions, data and output as though he had undertaken the data gathering himself. The EA's responsibility for the final EPC and RR, DEC, AR and Air-Con inspection is the same as though he had undertaken all the duties himself.
